| With the rapid development of the economy in Hunan Province, resource and environmental issues are more and more prominent, There are more and more resources and the environment restrictions on the economy in Hunan Province. Development low carbon economy in Hunan Province is not only significant measures for transformation of economic development, adjustment of economic structure and implementation of energy saving, but also the way to achieve economic and social development.In this paper,The concept of low-carbon economy and the methods of system evaluation were discussed and analyzed. And found that domestic and foreign scholars mainly focused on macro-level analysis of low-carbon economy, few scholars focused on quantitative analysis of low-carbon economy. Meanwhile, by comparing various methods of comprehensive evaluation, proposed using Fuzzy Analytic Hierarchy Process to evaluate the development of low-carbon economy.In this paper, using the idea of the system, comprehensive evaluation of low-carbon economy development is divided into economic subsystem, social subsystem, environmental subsystem and technological subsystem, thereby, establish a low carbon economy evaluation index system, then using Fuzzy Analytic Hierarchy Process method, establish a evaluation model of low-carbon economy developmentIn this paper, using the evaluation model of low-carbon economic development, analyze the low-carbon economy development in Hunan Province, and propose some policy recommendations to promote low carbon economic development in Hunan:improve the low-carbon economy-related laws and regulations, make low-carbon economic development strategy of Hunan, set up "low-carbon economy demonstration areas", improve the financial and tax system of low-carbon economy, strengthen scientific and technological innovation of low carbon economy, advocate Low Carbon Living and Green Procurement, find cooperation for low-carbon economy. |
