Research On The Optimization Of Coal Products Structure In Perspective Of Environmental Protection

At the central financial work leading group meeting which was held in June 2014, the General Secretary Xi Jinping emphasized that we should promote China carry out a new revolution in energy production and consumption, accelerate the implementation of key tasks and measures in energy field, and stressed the need to vigorously promote the clean and efficient utilization of coal. The keyword of 2014 “haze” highlights the importance of environmental protection, in order to have a better living environment, protecting the ecological environment and realizing the sustainable development of resources become our common goal.We study how to optimize the existing coal product structure in China based on the perspective of environmental protection.On the basis of the review of relevant theories, the paper discusses the necessity and importance to our country to optimize the coal products;Through the analysis of national policies for the coal industry, the market trend,combined with the present situation of coal product structure from coal mining,comprehensive utilization, using three aspects analyzes the existing problems of coal product structure, and from the enterprise external environment and internal environment two aspects to find out the reason of the existing coal product structure is not environmental protection,the enterprise external environment factors including the government regulation, market failure and public products of coal properties, enterprise internal environment factors, mainly from the pursuit of profit, and in the process of mining, processing and comprehensive utilization and use improper process; studying the current situation of product structure of China’s coal industry by using the method of GE matrix analysis, studying a Chinese coal enterprise by using the method of BCG matrix analysis, and then summarizing a coal product structure optimization model based on the concept of environmental protection; From two aspects: government and enterprises put forward the optimization strategy of coal product structure, government level including perfecting property right system of coal resources,change the traditional pattern of energy consumption, legalization in a productionenvironment compensation mechanism and adjust the corresponding fiscal policy, enterprise level is mainly for the enterprise to establish a good image of the environmental protection,extends the industrial chain; This article also from the laws and regulations, administrative,economic security, science and technology support, social supervision and five aspects put forward measures for the implementation of the coal product structure optimization; Finally with Z mining company as an example, the product structure, the optimization design.
