Agricultural science and technology innovation is the inevitable trend of agricultural production, and it is also a main power to promote the agricultural economy growing rapidly.At present, our country is in the midst of structure transition of the agricultural modernization and industrialization,in the process, using the modern science and technology and management methods, change the traditional agricultural production depends on human,material and capital investment mode of production, to bring growth of science and technology, to promote the development of science and technology. But the restriction of the agricultural science and technology innovation mechanism, insufficient funds, the problem such as low conversion rate of scientific and technological achievements,inhibit the development of agricultural science and technology innovation for a long time, far lags behind the demands of the development of modern agriculture in our country.Based on the above background, this paper takes Lanzhou city as the research object,studies the financial ecological environment and agricultural science and technology innovation mechanism of interactive coupling development. By analyzing the financial ecological environment and agricultural science and technology innovation of the related literature research, the paper summarizes related factors and interactive effect. Based on the theoretical study, using qualitative research methods for Lanzhou city financial ecological environment and analyze the status of agricultural science and technology innovation and development, study the interaction between the development effect. From the agricultural science and technology innovation achievements, innovation subject, the research achievements of Lanzhou current situation of the development of agricultural science and technology innovation; From the economic base, financial development, residents,government behavior, social credit environment, etc, financial ecological environment current situation of the development of Lanzhou city, and discusses the interactive coupling relationship between them.By building the Lanzhou city agricultural science and technology innovation and the financial ecological environment evaluation index system, using the coupling model and coordination degree model, financial ecological environment in Lanzhou city and the degree of coupling and coordination between agricultural science and technology innovation measure,it is concluded that the coupling coordination degree between them. The results show that the2000-2014, Lanzhou city financial ecological environment and the overall level ofagricultural science and technology innovation is on the rise.
