For a long time, the low compensation of the land expropriation, strong administrative intervention, and the obvious contradiction about social issues are criticized and disputed by people. there are many problems to be solved,for example,the fairness of the compensation, relocation efficiency, maintaining stability and other aspects. In recent years, there are having introduced a series of laws and regulations. The State Council and the central file relevant documents,which presented focus on accelerating the reform of the land expropriation system, and improving the compensation approach of land expropriation. How to make a smooth relocation and safeguard the interests of farmers is not only the ordeal of the government decision-making, and the execution of the test, but also about the credibility of the government and social stability.From the perspective of the village association, This paper study the Peasant mutual cooperation and exclusion relations in the land expropriation process.Not only includes the land expropriation and coherence of action but also includes cooperation in the plight of farmers. In this paper, the degree of the association affects the efficiency of land and villagers associated with high and low impacts from the analysis of the efficiency of land expropriation, respectively and analysis the efficiency of the different stages of land characteristics and objectives, understanding the impacts of the presence of the villagers associative degree, The main conclusions of this paper are:⑴ From the founding of new China,the efficiency of the land has experienced a low-cost,high-efficiency stage; improving cost, high efficiency stage; improving cost and low efficiency stage;and increasing costs, improving efficiency stage. Government and the farmers on the land were severely constrained the balance of interests standard, the ideal range for equilibrium is acceptable in land expropriation, compensation and farmers and the government, reduce the indirect costs that the government conduct and behavior of farmers are subject to effective supervision and restraint of reason and form conjunction, mutual recognition of direct costs, indirect costs to reduce swelling.
