In recent years, global economic recovery is slow, and domestic market’s capacity is superfluous. In order to promote economic development, the government began to vigorously support cross-border E-commerce. China’s cross-border e-commerce export scale is also growing rapidly. China’s small and medium sized foreign trade enterprises are the main force in the export of cross-border E-commerce, Cross border e-commerce platform makes some small and medium enterprises to grow rapidly and to the rapid internationalization of the road.But, from the general level, at present, the utilization rate of cross-border e-commerce platform of small and medium-sized enterprises in our country is not high, small and medium-sized enterprise e-commerce internationalization level is lower. This is mainly because there are some constraints hindering the development of the internationalization of SMEs e-commerce. Mainly manifested as: our country small and medium-sized enterprise electronic commerce international resources limited, our country small and medium-sized enterprise electronic commerce internationalization competitiveness is weak, our country small and medium-sized enterprise electronic commerce internationalization development ability is weak, the relevant policies and regulations of our country are not perfect.This paper analyzes the factors that restrict the development of e-commerce in small and medium sized enterprises, and the empirical results were further analyzed,the following conclusions are obtained: the main restrictive factors of the international resource dimensions of e-commerce is the enterprise comprehensive talents, enterprise financing ability, enterprise information construction. The main influencing factors of the international competitiveness of e-commerce are the organizational structure, product competitiveness and logistics efficiency. The main influence factors of the international development ability of e-commerce is the platform and market positioning and product sales methods. The main influencing factors of the relevant policies and regulations are related to the construction of the relevant system and the formulation of policies and regulations.Based on the analysis of the above constraints, in order to promote the development of the internationalization of China’s small and medium sized enterprises, the following development strategies are put forward according to the four aspects of the constraints. Enterprise e-commerce international resource level:1,strengthen enterprise internal information construction.2, pay attention to thetraining of the comprehensive talents.3,pay attention to the financing of enterprises to increase the source of funds. Put forward on the international competitiveness of enterprise electronic commerce:1,change the organizational structure, in order to adapt to the needs of the internationalization of electronic commerce.2,pay attention to the cultivation of the international competitiveness of products.3,pay attention to the logistics service quality, choose the right logistics distribution system. In the aspect of the internationalization of e-commerce development:1,pay attention to the platform and target market positioning, develop the target market strategy.2,take a flexible approach to sales and expand the international market. Put forward at the level of policy and regulation:1,the government needs to actively improve cross-border e-commerce aspects of the laws and regulations.2,the government needs to establish cross-border e-commerce related systems as soon as possible.
