With the continuous development of China’s market economy, market of Chinese enterprises cost control requirements become more stringent, the success of establishing human resource management system or not, directly affects the enterprise cost control and corporate profits. Foreign oil companies led to China’s gas station market competition more and more intense, how to use reasonable human resources management and effective cost control, company management to improve oil efficiency, into the Quanzhou Sinopec gas station is badly in need of solving problems.In this background, this paper using literature analysis method, interview method and questionnaire method and so, inspection and analysis of the Quanzhou Sinopec gas station of human resources management present situation, the existence question and countermeasure to improve the level of human resource management. Through the analysis of the macro environment of the human resources management reform of Sinopec gas station in Quanzhou, it is known that the current social development environment is conducive to promoting the reform of human resource management in Quanzhou Sinopec gas station. However, the Quanzhou Sinopec gas station exist in human resource management, strategic human resource management planning and development strategy of matching degree is low, the lack of a system of recruitment plan, human resource management and training mechanism is not perfect, staff incentive mechanism is not perfect, the staff performance management system of the exist problems such as lack of.To respond to exist in the human resource management activities of the problem is proposed in this paper can be taken to establish human resource plan, Recruitment Scheme of setting up the system, establish a standardized scheme of employee training, salary and welfare system optimization, to establish a fair performance appraisal scheme and establish effective incentive scheme and countermeasures. To improve the level of strategic human resource management of Sinopec gas station in Quanzhou also need to develop measures to improve the security measures, to this end, the need to strengthen organizational security, financial security, personnel security and cultural security.
