In 2014 the Chinese government put forward the “21st-century Maritime Silk Road “strategy, which provides new impetus to Fujian and ASEAN trade cooperation. In November 2015, Fujian provincial government jointly issued “the building program of Fujian province as the core area of 21st-century Maritime Silk Road. Based on this background, this article studies the regional logistics cooperation mode between Fujian and ASEAN, which have great practical significance in undertaking the china government and Fujian provincial government Maritime Silk Road overall strategic development planning, Implementing interconnectivity development policies, putting forward logistics industry cooperation mechanism, Promoting win-win cooperation between regions.First of all, this paper summarizes 21 st century maritime Silk Road’s background, the general construction framework, and 21 st century maritime Silk Road’s Fujian province’s vision and action, Refine the logistics industry cooperation policy direction, cooperation policy and overall cooperation target in Fujian and ASEAN. On this basis, this paper analyzes the logistics industry cooperation present situation of Fujian province and the ASEAN countries summarize the gap, which achieve the overall regional logistics cooperation.Second, regional logistics theory, points out that regional logistics cooperation mode is affected by the regional logistics development level and development characteristics. this article establish the evaluation index system through carding the research of regional logistics development evaluation at home and abroad and selects the World Bank LPI, measures the logistics development of the ASEAN countries by the system and Fuzzy C-means clustering analysis methods(SC-FCM),the development level of the ASEAN countries can be divide into three categories. Which include Singapore sub-region, northern sub-region, and southern sub-region.Finally, based on the theory of regional logistics industry cooperation, through comparison and analysis of Fujian and the three sub-region logistics development characters and differences, select basic logistics industry cooperation mode, further from the cooperation mode structure of three dimensions: logistics industry cooperation principal participants, cooperation content and the spatial structure of cooperation, Contingency analysis of Fujian- sub-region cooperation structure.The research concluded that Fujian-Singapore sub-region: technology of logistics cooperation mode, which takes the market as the logistics cooperation main participant, take new and high technology, talent and management experience, etc. as the main content of the cooperation, Cooperation space structure is a mesh structure. Fujian-northern sub-region: resource output logistics cooperation mode. Which take the government as the logistics cooperation main participant, take basic level cooperation as the main content of the cooperation, Cooperation space structure is the point – shaft structure. Fujian-southern sub-region: Advantage complementary logistics cooperation modes, which take the government as the logistics cooperation main participant, take basic level cooperation as the main content of the cooperation, Cooperation space structure is the point – shaft structure.
