In the new round of national construction process of urbanization, housing and employment, industrial and urban functions, industrialization and urbanization of the concept of integration are the keys to achieve "production-city integration". In the process of urbanization, "ghost towns" were mainly caused by "Production-city separation”, and there are certain academic studies, but still can’t specific measure the degree of production-city integration and put forward the corresponding countermeasures. Based on "people-oriented" concept, this dissertation considers the integration of industry, cities, and residents. Choose from four indicators: industrial development, urban development, residential development and the integration of the three. Extracting the main factors with factor analysis, and received all the main factor rating. Meanwhile, the right use of entropy method may help to calculate the weight of the main factors reasonable. Ultimately, we can calculate the comprehensive evaluation value of production-city integration. Through the series processes, this dissertation constructs the evaluation index system of production-city integrationAfter building the evaluation index system of production-city integration, the dissertation selected the data from 11 cities of Jiangxi Province to get the actual development of Jiangxi Province’s production-city integration with specific estimates. The final measurement results show: Jiujiang City and Ganzhou City are in the leading position in the construction of the integration of industries and cities, while Fuzhou City, Yingtan City and Pingxiang City are in a laggard position. To reach the high interaction of industry, city and human being still has many problems to be resolved. The problems are mainly reflected in two aspects: First, relative to the spatial scale of the city, the city’s industrial development was still weak; second, relative to the degree of industrial development, urban supporting functions were still lacking.For research results, this dissertation finally put forward the following policy recommendations: First, based on the degree of production-city integration, culture the urban functions in the Industrial Development. Adjust the industrial development plan to meet the needs of urban functions; Cultivate leading industries in line with their own development to achieve industrial agglomeration; Appraisal system reform to meet the requirements of urban development. Second, based on the degree of integration of production city, optimize the industrial structure in urban development. Adjusting land use structure to achieve efficient and intensive land use, guide the transformation and upgrading of industrial structure through land policy; Strengthen the integration interaction with surrounding cities to achieve joint development. Thirdly, "people-oriented" concept should be merged into the development process of production-city integration. Focusing on the development of urban human in the development process; Adhere to the people-oriented to raising the city’s public service capacity; reform urban household registration system to achieve talent gathering.
