| Innovation is the soul of a nation's progress, the motive force of a country's development, Human society has entered into an important period in which technological innovation continually emerge. In Jan.2006, In technology conference, Chairman Hu put forward that .During constructing an innovative country, the city has responsibility to organize and implement new strategy. How to measure and evaluate the innovative city has become pressing concerns of the people. This selected topic is a topic of the Chongqing Soft Science Item, the Research on the Evaluation Index System and Evaluation Method of Innovative City.The full text altogether divides into five parts.The first part: Introductory remarks.
