The difference between urban and rural increased and the contradiction deepened. The new urbanization is required to realize the benign interaction among new industrialization, new urbanization and agricultural modernization. The new industrialization which is the main driving force of the new urbanization provides technical equipment and financial support. The new urbanization is the main carrier of the new industrialization and the external conditions of agricultural modernization. The modernization of agriculture is to provide basic protection. This is because the double lag of urbanization and industrialization has restricted the economic development of Sichuan Province for a long time. With the implementation of the strategy of western development, accelerating the new urbanization process becomes the urgent requirement of the economic development of Sichuan Province. This is why the Sichuan Province’s twelfth five-year plan is different from the national twelfth five-year plan, accelerating the process of urbanization in stead of actively and steadily promoting urbanization.Now research of the new urbanization is more about the driving force, connotation, and characteristics of new urbanization by the qualitative analysis. Few measure new urbanization of a city or a region based on the index system. By constructing the new urbanization evaluation index system, estimate the level of urbanization by the quantitative method. Then through the index system and evaluation standard, we can analysis the situation, problems and trend of the new urbanization of Sichuan Province. At last, put forward the new urbanization policy recommendations. All of these will have special significance in accelerating the urbanization development in the twelfth five year plan of Sichuan Province.Through the study of this paper, it finds that compared with the single index measure, the composite multiple indexes comprehensive measure including economy, population, resources, environment, social, life and other aspects of indexes could comprehensively reflect the main aspects of the level of urbanization, and reflect the comprehensive level of urbanization in each region of Sichuan Province more really. After the analysis of the comprehensive measure, the absolute levels of urbanization of all states have a general increase.In addition, based on the grey correlation and multiple regressions, this paper focuses on the reason for the low level of urbanization in Sichuan Province. We can find the key of the urbanization level lag of Sichuan Province. The influence factors contain both fundamental reasons, such as level of industrialization, urban infrastructure and the gap of living conditions, and differences in industrial structure model, the population base, and consumption customs. All of these provide the effective preparation of the countermeasures of urbanization development.
