With the development of technology and social progress, the relationship between energy and human life more closely, the impact of unexpected events on the social power is increasing. As much as possible to avoid and reduce the impact and losses caused by unexpected events, not only requirements of the government and the people, but also the local power grid companies to ensure the healthy development of their own internal demand. Building the emergency response capacity assessment of the local power grid enterprises is very important.After the State Council issued the "National Public Emergencies overall contingency plan" at January 8, 2006,our nation have built emergency plans framework. Whether it had developed emergency plans and disaster prevention, marking the company, the community, social level, the basic quality home security style. China began research in urban emergency capability "Urban sudden major accident risk and emergency control technology research and pilot"(the national "15" science and technological rolling plan), and in a realistic assessment of the pilot cities. Government emergency management departments at all levels have begun to research and practice in this area.This paper discussed how to assess the emergency response capacity of power grid enterprises, and to develop system based on J2 EE, and how to design and implement the system function modules,we also discussed how to design the overall architecture of the system. The development of this system was based on B/S mode.This paper also discusses how to optimize the performance of the system, such as the Redis distributed caching mechanism, the database reading and writing separation mechanism and the Ajax front end optimization technology. Using these application performance optimization technology greatly improves the response speed and reliability of the system.At present, the system has been organized a province’s emergency response capability assessment, during this assessment period the system perform well, there are not major errors, the effectiveness and feasibility of the system meet the requirements of the design.
