Pipeline,one of the five principal transportation means including roads,railways,waterways and airplanes,bears the70%of crude oil and99%of natural gastransportation of China. Due to erosions, natural disasters, work accidents,and allkinds of vicious lootings,emergent pipeline incidents occur frequently in recent years.From the year of2008to2010,China National Petroleum Corporation headquartershave registered more than30emergencies concerning oil and gas spills,fires,clogs,etc. An ineffective emergency management system,lack of the awareness of how toprevent and reduce the consequence of these disasters,weak in measures for andability to respond to and to deal with them will cause not only great economic lossesbut also severe loss of lives and irreversible damage to the environment as well asnegative impact to the public security. Therefore,it is of great importance to set up anevaluation system for China’s oil and gas pipeline emergency management,whichcan help to evaluate China’s oil and gas pipeline emergency situation thoroughly andscientifically, thus improving the level of oil and gas pipeline emergencymanagement.In this thesis,the risks of transporting oil and gas with pipelines and thecharacteristics relevant accidents are presented together with an analysis of the theircauses.With reference to relevant documents and my own conclusion,the principlesand framework for establishing an evaluation system with22specific emergencymanagement functions are set up;there are120evaluation index are given;by meansof field investigations and experts interviews,the final evaluation items and therelevant numerical importance are determined after a consulting views of manyexperts on the index and numerical importance in the model. On the basis ofsubjective evaluation approach,an oil and gas pipeline emergency managementsystem is eventually formed.Based on this,I select two larger scale and typical pipeline enterprises to useevaluation system and make a comparative analysis. Study shows that prevention and emergency preparation is most important in four emergency management stages. Thepaper put forward that the relatively weak link is prevention and emergencypreparation period in the current pipeline enterprise and risk analysis,risk reductionand information evaluations are the relatively weak functions. In addition, the majorrisk source is the third party damage. At last,the paper puts out some relatedsuggestions.
