Study On The Theory And Methods Of Disaster Emergency Management Capability Assessment

It is vital significant for enhancing our country's emergency management capability to formulate a scientific and reasonable emergency management capability assessment system and regularly carry on the highly effective emergency management capability assessment to all levels of the government and the related departments. However, the performance evaluation of emergency management system is still very weak in China. Thus, basede on the system engineering theory, the theory of management science, system evaluation science and the relevant theory, the theory and methods of disaster emergency managenment capability assessment was studied in this thesis.Firstly, by comparing with the domestic and foreign research achievements, the new concepts of emergency management and emergency management capability assessment are given. According to the theory of emergency management phase's division, emergency management system structure and function maps are analyzed. The relevant evaluation theories are commentated briefly.Secondly, this thesis compares the specific assessment items and assessment methods of emergency management capability assessment in America, Japan, Taiwan and inland of China. The strengths and weaknesses are identified. The lessons of emergency management in the south storm and Wenchuan earthquake in 2008 of China are reconsidered. Then the emergency management capability assessment system based on the general procedure of the system evaluation is established and assessment index system is described in detail in this thesis.Finally, this thesis introduces the Hierarchy-Station evaluation model to the research of emergency managenmet assessment and establishes the Hierarchy-Station evaluation model of emergency managenmet assessment. According to the related datas of Qinhuangdao's emergency management in 2007, the current situation of Qinhuangdao's emergency management is commentated based on the relevant evaluation theory proposed. And several suggestions are given.
