In recent years, with the rapid development of economy, the high-tech industry takes an ever-growing part in the national economy, having been a pillar industry of the current national economy. Thus, the strategic position of high-tech enterprises is particularly distinct in the economic life. However, current domestic scholars tend to study the development strategy of high-tech enterprise for the entire industry, mainly from the aspects of industrial development situation, government regulation, strategy mode selection and so on. It emphasizes too much on wholeness, but development strategy studies on a high-tech enterprise are relatively rare. Therefore, the author attempts to choose a Western high-tech enterprise(new materials business in S company). By using the basic theories and methods of strategy management and combining with the characteristics of new materials business, the author discusses the formation of development strategy and the implementation process which are fitted for S company’s new materials business. This paper is expected to give some reference value of its research ideas and methods on development strategy making of other high-tech enterprises.This paper analyzes the development process of S company’s new materials(a high-tech enterprise) and the existing competition situation in this industry, especially the internal and external environment around the company and the enterprise’s competitive structure. On the basis of this analysis, the author proposes a strategic plan which is currently suitable for enterprise development, and differentiation competitive strategy should be chose in S company’s new material business. Finally, S company’s strategic implementation safeguard should be analyzed from the aspect of its organization and system optimization, the matching of human resource, the exploration of enterprise culture construction, and other measures.
