In recent years, with the opening of the domestic PV market, China’s PV industry has been recovery from the "Winter season". By the end of 2015, China’s PV power generation has reached 43.18 GW with the total installed capacity, has become one of the world’s largest installed capacity of the country. However, the distributed PV in the total installed capacity only has 6.06 GW, accounting for less than 15%, showing that the development of PV industry in China is extremely unbalanced. Although the central and local government has issued a series of preferential policies to support the development of distributed PV, but the market reaction is still mediocre. The finding by analysis is that the existing "elf Occupied, Margin Online" mode, the investors are faced with a lot of problems, such as hard grid connection, financing difficulties, a large initial investment, long payback period, earnings instability and other issues, these problems make investors away.At present, the method can solve these problems, and promote the development of distributed PV industry caters only to create a business model, which is suitable for the current market situation and meet consumer demand.Firstly, the paper studies the most wildly used three kinds of business models in the world — "Feed-in Tariff", "Net Metering" and "Self Occupied, Margin Online",compared them with each other and found that these three models have a policy attribute, which is the basis for the development of distributed PV.But been faced with the diverse needs of the market, the three models lack of flexibility, In the process of distributed PV need extra business model for the consumer market.Secondly, based on a detailed analysis of the stakeholders about the distributed PV industry, raising the concept of the distributed PV platform business model, then respectively study the the platform structure, the platform operator, platform management in details.Throughout the course of the study found that: The relationship between the internal and external stakeholders about the distributed PV industry is estranged, each does things in his own way,so they should become a benefit community based on the integration of internal and external resources. On the basis of the combination of industry chain and platform economics, the study builds distributed PV industry platform. Then the industry platform is divided into multiple child platform by specializing industrial chain functions, which helps grow the platform. The single market change into multilateral market, because of the platformbends the original linear chain structure, which helps the consumer exchange information with the child platforms. At the same time the the distributed PV platform want to stimulate network effects by changing the operation model, profit model of distributed PV,finally building an mutual win-win platform ecosystem.Governance of the platform is the establishment of the platform regulation, and the distributed PV platform built governance system is based on three basic regulations, including protection of property rights, contract enforcement and public goods. The governance system is helpful suppressing fraud which is generated by opportunistic, asymmetric information. The last but not least, there has a detailed research about the network effect of the distributed PV platform. By using the simulation to analysis the diffusion of the platform which based on the the influence factors of network effects. The results showed that the diffusion of the platform is affected by the agent heterogeneity, the higher the degree of the agent heterogeneity is, the speed of the diffusion is more slowly,so the platform need to segments the market and lead the needs to reduce the degree of the agent heterogeneity, which helps it to grow. The innovation point of the paper is putting forward the corresponding solution by using the idea of the platform, which for the realistic problems from the development of the distributed PV industry, and built the business model which meet the need of the distributed PV market. But the shortage of the paper is that some thoughts and suggestions are still at the theoretical level, which lack of realistic test,so there are lots of work need to do between the conversion process of theory and reality.
