At the same time, the opening of the Arctic waterway reduces the over reliance on the traditional route of China’s marine energy transportation in a manner, reducing energy transport cost and ensure the safety of our energy transport.But on the Arctic and the Arctic route issue, ring Arctic countries by virtue of the advantages of its geographical position has been occupying the initiative, to the exclusion of other countries near the north pole, so China as a non Arctic countries want to better play its role in the Arctic affairs and the Arctic route issue must seek cooperation with the Arctic states. Whether it is from the geopolitics, the basis of cooperation or cooperation perspective, Russia is undoubtedly the best choice in China.Firstly, from the view of energy supply and demand, this paper analyzes the present situation of energy supply and demand, point out that our country facing the contradiction between energy supply and demand situation, and analysis of the status of China’s energy import and energy import country distribution.Points out that we urgently need to seek a new source of energy supply and path to solve the problem of energy import.Secondly, This paper analyses the history, current situation and the navigation conditions of the Arctic waterways, pointing out the Arctic route opened only a matter of time. Analysis of the advantages of energy resources in the Arctic region and theadvantages of energy transport in the Arctic channel.Whether it is the stability of the source of energy supply or the maritime transport security, the opening of the Arctic waterway for the protection of China’s energy import security has brought a good opportunity.Although the opening of the Arctic route is conducive to meet the energy demand of our country, China has to face the reality that the use of Arctic waterways and the development of Arctic resources are restricted,so our country needs to seek ways to develop and utilize the Arctic channel, In the end, this paper points out the necessity of cooperation in terms of history and the interest demands of both China and Russia, and using evolutionary game model to analyze the three policy trends of energy cooperation.Respectively discuss the key factors influencing the evolution of energy cooperation under two background that the Arctic channel did not open and Arctic waterways opened.The results show that under the background of open channel in the arctic, in addition both choose a positive cooperation generate additional income and one party choose a positive cooperative pay upfront costs,the influencing factors of policy trend of energy cooperation between China and Russiathe also includes the amount of net income for both sides under the background of arctic channel opening.But the number of revenue and expenditure affect net income,the income is greater or spending is smaller, the net income is larger.Therefore tend to be the more active cooperation intention between China and Russia.The above results can be seen that the opening of the Arctic waterway provides a new and more secure energy transportation channel for our country,and provides convenient conditions for the development and utilization of the Arctic resources, thus promoting the diversification of sources of energy imports in China.This is conducive to meet China’s growing energy demand, ease the contradiction between energy supply and demand in China.Therefore, we should correct understanding of the significance of the Arctic route, through strengthening international cooperation and other ways to better develop and use the Arctic waterway.
