Since the beginning of the 21st century,there have been several large-scale earthquakes in China,causing huge casualties and economic losses.Early after the earthquake,in order to rescue lives,maintain normal life and reduce losses caused by the earthquake as far as possible,relief supplies must reach the disaster area in the shortest time.Dispatching of relief supplies is not a special logistics activity,but also the key stage of relief response.The core research contents of the relief supplies dispatching are to distribute relief supplies according to the need of the disaster areas,and to optimize the distribution routes.A scientific and reasonable relief supplies scheme could improve the efficiency of rescue,achieve the goal of rapid response and meet the need of disaster areas as far as possible.In this paper,the main contents are as follows:(1)By discussing the concepts,demand characteristics and relief logistics of relief supplies,summarize principle,features and constituent elements of relief supplies scheduling early after the earthquake,and according to the principle of supply points close to the disaster point delivery relief supplies firstly,and long-distance transportation of relief supplies will be needful under the demand of the disaster points can't be met.Divide relief supplies scheduling stage into distribution stage and transportation stage,analysis two-stage scheduling network of relief supplies,and combing the related theory and basic methods of two-stage scheduling optimization of relief supplies early after the earthquake.(2)Firstly,as for the characteristics of earthquake and relief supplies dispatch,put forward the B correlation-TOPSIS method to determine demand urgency coefficient of the disaster point.Secondly,analysis the influence factors of demand urgency of the disaster point,construct the evaluation index system of demand urgency coefficient of the disaster point,and calculate the weight of the index by using entropy method,AHP and linear weighted method.Thirdly,introduce the method of B correlation-TOPSIS method and choose the related data of Ya'an earthquake to count example analysis.Finally,compare results of B correlation-TOPSIS method,TOPSIS method and gray correlation analysis method with the expected value,find that deviation of evaluation result of B correlation-TOPSIS method and the expected value is the smallest,and verify the feasibility of the method.(3)Based on the analysis of influence factors on the basis of relief supplies scheduling optimization model,construct the two-level double-objective distribution model from supply point to disaster point and the three-level multi-objective transportation model according to distribution stage and transportation stage of relief supplies dispatching early after the earthquake.And explain the solving method of distribution model and transportation model respectively.(4)Take nine major disaster areas of Ya'an earthquake as an example,select the Lingo software to solve problem and get the distribution scheme and the transportation scheme of the relief supplies,that is the two-stage scheduling optimization scheme of relief supplies early after the earthquake.Finally do sensitivity analysis of weights about double target processing and deblur processing at distribution stage and transportation stage.
