Since the beginning of the 21st century,China has suffered many large-scale earthquake disasters,and the affected areas have suffered huge economic losses and casualties.In the process of dealing with earthquake disasters,rational planning of emergency materials dispatching program plays an important role in controlling disaster development,reducing disaster losses and improving rescue efficiency.However,after the earthquake,the urgency of material demand at the disaster site exists objectively.If this difference is neglected,it will be difficult to meet the realistic requirements of the disaster-stricken points with high demand urgency,and the emergency supplies will not be timely.Therefore,in order to provide emergency materials in a timely and timely manner,improve the efficiency of rescue work,and maximize the demand for emergency materials at the disaster site,the paper studies the emergency materials transfer based on the urgent need of the disaster site.The main content is:(1)Analysis of the theoretical basis of emergency materials transportation after earthquake.On the basis of discussing the concept,demand characteristics and reserves of emergency supplies,the characteristics,principles,components and network of post-earthquake emergency supplies distribution are summarized,and the relevant theories and basic methods for solving the model of post-earthquake emergency supplies distribution are sorted out.(2)Constructing an evaluation index system for the urgency of demand at the disaster site.This paper introduces the urgency of the needs of the affected areas,analyzes the influencing factors of the urgency of the needs of the affected areas,and establishes an evaluation index system of the urgency of the needs of the affected areas.The selected indicators include the degree of road damage,the degree of building damage and other indicators.The selection of indicators is comprehensive and scientific.Then,the combined weight of gl-entropy is obtained by using G1 method,entropy method and linear weighted sum method,so as to reduce the impact of subjective and objective evaluation results.(3)An urgency evaluation method for disaster-affected points based on Deng's relevance-TOPSIS method.The relevant theories of gray relational degree and TOPSIS method are introduced respectively,and the model method of Deng's relational degree-TOPSIS method for improving TOPSIS method is proposed;Combined with the combination weight obtained above,Wenchuan earthquake related data were selected for case analysis,and the evaluation value and expected value of Deng's correlation degree-topsis method,TOPSIS method and gray correlation analysis method were compared.The difference between the evaluation value and expected value of Deng's correlation degree-topsis method was small,which verified the rationality and scientific of the assess method.(4)Construct a post-earthquake emergency material dispatching model based on the urgency of the disaster-affected demand and conduct case analysis.Analysis of factors affecting emergency material dispatching modeling will be based on the affected some urgent needs of earthquake emergency physical distribution is divided into area to the nearest emergency physical distribution and cross-regional emergency physical distribution phase,respectively,set up to ship emergency supplies from the supplier to the point of dual target model and the emergency supplies from supplier after more than transit center dispatching in to the point target model,and expounds the area to the nearest emergency physical distribution model and solving method of cross-regional emergency physical distribution model,with the wenchuan earthquake disaster points,for example,using the Lingo software to solve area to the nearest emergency physical distribution model,Get the nearby regional transport scheme of emergency supplies,then use Lingo software to solve The nearest regional transport scheme and cross-regional transport scheme of emergency supplies were obtained respectively,that is,the emergency material transport scheme based on the urgency of the needs of the disaster site,and the weight sensitivity analysis of the dual-objective and de-fuzzification treatment of the nearby regional transport stage and the cross-regional transport stage was made respectively.
