China is a high-impact area of earthquakes,each year due to the earthquake caused huge economic losses and casualties.In post-earthquake rescue,the dispatch of emergency relief materials is an important link to carry out emergency relief,and is the basis for responding to emergencies and carrying out disaster relief.Three days after the earthquake disaster is the key period of rescue,that is,the "golden rescue period",in this stage can efficiently and accurately predict the needs of emergency relief materials and the first time sent to the disaster site,often directly affect the disability rate and mortality of the affected people.This paper mainly studies how to set up the initial material distribution system in the case of lack of information and insufficient relief materials in the initial stage of rescue.Through the research and basic theoretical analysis of the relevant literature on the design of emergency materials in the event of earthquake disaster,the two main functional demand forecasts and material dispatch of the system are clarified.Aiming at the practical problem of logical inference rules,a method for combinatorial logic to expand logical inference rules is proposed,which clarifies the manifestations of different combinatorial logic extension rules for single rule and multiple rules,and then proposes the specific steps to construct combinatorial logic inference extension rules.The function of the material dispatching system is called through inference rules,and the logical inference rules are extended to callable complex calculation functions,which provides a basis and basis for rule-driven accident reasoning.In the forecast of demand for disaster relief materials,taking into account the characteristics of lack of information and vague information in the initial period of disaster relief,in order to improve the accuracy of emergency material demand forecasting,the influence factors of demand prediction are described by using symmetrical triangular fuzzy numbers,and a model of emergency material demand prediction based on multiple fuzzy linear regression is established.In the construction of multi-reserve points,multi-disaster points of a variety of material dispatch model,in view of the initial situation of limited materials for disaster relief,the introduction of the disaster area demand urgency and the concept of satisfaction of the disaster area,in order to ensure the basic relief needs of each disaster-stricken site,more to the disaster-stricken areas to send relief materials,improve the effectiveness of materials.For the vehicle capacity limit disaster relief material delivery efficiency,with the shortest transport path as the goal,to design the appropriate transport route.Finally,the distribution and distribution of materials are integrated into consideration to construct the material scheduling model,and the two-ant colony algorithm is used to solve the model,which ensures the maximum satisfaction and the shortest transportation path.
