Study On Problems And Countermeasures Of Agricultural Meteorological Service Of Grass-roots

With the global climate warming,meteorological environment changes in volatility,the occurrence of meteorological disasters are more frequent and severe.The change of weather conditions directly affect the crop yield and quality,will bring great negative impact to agricultural production.Agricultural meteorological services can reduce the effects of disasters on agricultural production,improve the economic benefit.This research adopts literature research,survey research and case study method.Based on the research of the existing literature,the research achievements of analysis of agricultural meteorological services at home and abroad are summarized;through the study on research area visit,to master a lot of data;the analysis of significant case,for better meteorological services for agriculture.As the research object of this research in Tonghua area,Jilin province,for basic-level agricultural meteorological service problems and countermeasures research.Through the agricultural meteorological service information dissemination process of four aspects are discussed respectively,agricultural meteorological service main body,the content of the agricultural meteorological service information,the spread of agricultural meteorological service information channels and agricultural meteorological service object.The results showed that:the main problems at present,The first,agricultural meteorological service main body,inadequate staffing,less complex personnel;The second,the content of the agricultural meteorological service information,the lack of specific information,information accuracy is low,language is not enough information easy to understand;The third,agricultural meteorological service information transmission channel,communication channels are flexible enough,timeliness is low,authority is not high;The fourth,agricultural meteorological service object,low degree of the cognition of information.Through the research analysis solution countermeasures were put forward,The first,agricultural meteorological service main body,need to strengthen communication with agriculture department,line into a perfect system,improve the comprehensive quality of service personnel,at the same time should be the introduction of complex personnel,strengthen agricultural meteorological service team;The second,the content of the agricultural meteorological service information,should add to economic crops and medicinal crops planting industry related services,introduce a new observation equipment and technology,improve the accuracy and efficiency of the agricultural meteorological disaster forecasting early warning information,language is enough information easy to understand;The third,agricultural meteorological service information transmission channel,need to maintain a good spread of traditional media channels,good application of new media communication channels,through good from the publisher to the final receiver information transmission channel,improve the flexibility,timeliness and authority of the information transmission,solve the problem of "the last kilometer" of information transmission;The fourth,agricultural meteorological service object,agricultural meteorological service department to do a good job of propaganda and training to the service object,to improve agricultural production workers to the importance of information,that information can better service for agricultural production,to promote the pace of agricultural modernization,increase the income of agricultural production workers.
