| The "Three Rural Issues" are of paramount importance to the people’s livelihood and the core of China’s agricultural problems.2022 Central Government Document No.1 points out that the work related to the "Three Rural Issues" must be done well,stabilise the development of agriculture,and focus on the comprehensive and sustainable promotion of rural revitalisation.This will ensure the modernisation of agriculture and the countryside and ultimately lead to an increase in agricultural production,an increase in farmers’ income and an optimisation of the rural environment.In actual agricultural production,the increase in costs has led to a decrease in the income of agricultural production operators and no significant increase in the income of farmers.The poor quality of agricultural input factors,the inefficient allocation of resources,the serious pollution of the rural environment and the high cost of production are having a serious reverse impact on China’s agricultural development,and the total output of agriculture will be reduced,even if it continues to inhibit the growth of the agricultural economy.Practical experience at home and abroad proves that one of the effective ways to solve the above problems is to develop the agricultural productive service industry.The agricultural production service industry can accelerate the transformation of economic development,is a necessary way to promote the development process of agricultural modernisation,is a powerful method to improve the efficiency of agricultural production,and is an effective mechanism to promote the interface between agricultural production and modern agriculture.The main issue studied in this paper is the impact of the agricultural productive service industry on total factor productivity in agriculture.Firstly,it reviews the development practice of the agricultural production service industry in China;then it takes Jilin Province as the research object,briefly describes the agricultural development profile of Jilin Province,and analyses and explains the current situation of the development of the production service industry in Jilin Province;secondly,it uses the DEA-Malmquist index method to measure the agricultural total factor productivity of the whole country,Jilin Province and each region in Jilin Province,and then compares Jilin Province with the overall development of the whole country and compares and analyses the differences in the development level between different regions in Jilin Province.Based on the results,the impact of agricultural production services on total factor productivity in Jilin Province was then empirically analysed using a fixed-effects model.Finally,the geographical heterogeneity test was used to verify the regional differences in impacts,and the quantile regression model and threshold effect model were used to test the horizontal differences in impacts.This paper draws the following conclusions: First,on the whole,the average value of the agricultural total factor productivity index in Jilin Province is greater than 1,showing an upward trend,and agricultural technology is progressing;by region,the average value of agricultural total factor productivity in eight cities and one state in Jilin Province also exceeds 1,but there are still some regions that are improving more slowly.Secondly,the development of agricultural production services will significantly increase the level of agricultural total factor productivity development,and the result still holds after the robustness check.Third,the results of the geographical heterogeneity test show that the level of development of agricultural productive service industries has different degrees of impact on agricultural total factor productivity due to the different levels of regional economic development and the scale of agricultural production,and the intensity of the impact will increase significantly as the level of regional economic development progresses and the scale of agricultural production expands.Fourth,the results of the test of horizontal heterogeneity show that the promotion effect is not characterised by significant dynamic changes under the quantile regression;under the threshold effect test,the intensity of its impact on agricultural total factor productivity will increase as the level of development of the agricultural productive service industry increases.Based on the findings of the study,four countermeasures are proposed: the government provides policy support to improve infrastructure construction;strengthens investment in science and technology to promote technological progress;develops according to local conditions to balance the development level of each region;optimises the talent structure and improves the talent training system. |
