With the rapid development of wireless network, 4G technology and network transmission technology is more convenient, and mobile intelligent devices continue to update iteration. With the more and more applications of mobile GIS from PC to the development of mobile devices, the traditional patrol method has brought a huge impact. The traditional patrol system by the environment,management and other aspects of the constraints, there is a backward management,information collection in a single form, location services and network communication inconvenience defects, paper patrol of the long-term storage of data disadvantage, making the patrol quality and data sharing rate is low. The patrol of Bar code and RF tag in the data transmission is not timely, affecting the timeliness of patrol. Therefore, the patrol technology based on mobile GIS has become an important issue in the field of GIS.This paper analyzes the shortcomings of the traditional patrol system,combined with the characteristics of mobile GIS, put forward a set of solutions for mobile GIS services. The system uses the wireless network technology, GPS,mobile GIS and LBS (Location Based Service) technology, using Amap as the base map, in the android device to complete the map display, attribute query, real-time positioning, trajectory tracking, navigation patrol and heat map display, etc. In the indoor 3D use of Feng map, to achieve indoor positioning, navigation, cross-floor patrol and other functions, is committed to service multi-dimensional patrol work.Patrol system mainly includes android client, server and data storage services.Firstly, the mobile client users the MVP model architecture, integrated 2D map and 3D map interface to display, mainly to complete the patrol work in the attendance,patrol navigation, real-time positioning, track records, historical data query, heat map display etc. Through the HTTP, the server uses WCF technology and the standard data format of JSON to communication with android client. The database using the "third normal form" as a basic principle to design and implementation, is mainly responsible for storing the collection of space and attribute data. The intelligent patrol system based on mobile GIS provides an effective means for daily work. This is not only to optimize the operation process, but also to help managers find hidden problems in the patrol data. And it uses the visual means to present information to the use of who can be more image and efficient to service the patrol work.In the paper, the intelligent patrol system based on mobile GIS is taken as an example. The system learns from the functions of traditional patrol system and integrating 2D and 3D map display. The establishment of the system provides a feasible solution for the inspection work, not only to facilitate the campus patrol,improve the patrol efficiency and data visualization capabilities, but also on the park patrol, factory patrol and other areas with practical reference.
