Our country is a country with frequent natural disasters.The disasters have many types,influence the vast area and cause huge losses,etc.After the disaster,starting the emergency logistics in a timely manner to send relief supplies and workers to the disaster area is an important event that minimize losses and ensure the safety of people's lives and property.Emergency logistics and traditional logistics are different,emergency logistics faces the bad road environment and the paralysis of electric power,communication infrastructure after the disaster.According to the characteristics of emergency logistics,this paper designed and implemented a mobile GIS system based on OSM data,Android operating system and BD/GPS navigation satellite system to ensure the efficient and rapid implementation of emergency logistics.OSM is open source map and it is most conformed to the request of autonomous path planning in emergency logistics compared to the commercial maps.The BD/GPS dual-mode can use the precise positioning of GPS on the one hand,on the other hand,it has the short message function of BD to ensure the integrity and security of GIS and communication function in the implementation process of the emergency logistics.In this paper,the main work include the design and implementation of OSM data's acquisition,rendering,marking and scaling based on the Android platform,the design of BD/GPS dual-mode positioning mode,converting the BD positioning data into the GPS data,simplifying the data processing module,the optimization of Dijkstra algorithm,joining the repair time of road in the process of path planning,making the optimal path planning based on real-time road condition,the design and implementation of short message function of BD so that mobile GIS system can be made two-way communication with the control center,the design and implementation of personnel and material management module,to make the information input and management of vehicles,supplies and personnel,the design and implementation of abnormal information alarm module to make timely reminder alarm when the vehicle deviates from the driving path,driver fatigue driving and the network signal interrupt,also to make the synchronization with the back-end control center.This paper studies and implements a mobile GIS system can be a good guarantee for emergency logistics in a timely and effective implementation after the disaster.It has the very high application and popularization value.
