After the Beijing-Tianjin-Hebei safety production emergency response mechanism was announced to establish in Tianjin in June 2016,the three places have actively carried out various emergency tasks based on the principles of resource sharing,information exchange,coordination and orderly,complementary advantages,and steady progress.Cooperation,establish long-term reliable,stable,and effective cooperative relations,improve the coordinated emergency response mechanism in the region,improve the country's ability to deal with emergencies,reduce losses caused by emergencies,protect the safety of people's lives and property,and maintain social stability.Based on the analysis of the development status of emergency logistics at home and abroad and the coordinated emergency mechanism in the Beijing-Tianjin-Hebei region,this article takes earthquake disaster relief as the research object,describes the main problems that need to be solved in emergency logistics after the earthquake,and clarifies the necessary assumptions for collaborative emergency logistics,And taking the amount of post-disaster rescue loss as the objective function,an optimized genetic algorithm mathematical model is established.On this basis,in accordance with software engineering ideas,complete the process steps of system requirements analysis,system conceptual design,functional design,database design,data flow design,interface design,development framework and language selection,code design,software testing and debugging,etc.The development of the Beijing-Tianjin-Hebei collaborative emergency logistics system based on GIS technology.The software system includes five sub-function modules,including rescue point information display module,comprehensive query system module,disaster-affected material application module,map management system module,and user management module,which basically meets the needs of Beijing-Tianjin-Hebei emergency coordination management,and serves the relevant emergency management departments.Facilitate dispatching,improve emergency rescue efficiency,provide technical and software system support,and realize coordinated emergency logistics management between regions,which is of great significance for earthquake emergency rescue support and decision-making.The main innovations of this article:(1)A mathematical model of post-earthquake emergency logistics route optimization including emergency degree factors is proposed.The traditional emergency logistics route model lacks the factor of urgency of the disaster site,and cannot express theactual emergency state of the disaster site.This paper found that the urgency of the disaster site is affected by the four parameters of the number of deaths,the number of injured,the demand for emergency materials,and the demand for ordinary materials.The weight of the four factors is determined by the analytic hierarchy process,and the transition probability formula of the ant colony algorithm is determined.Improved and established a mathematical model for the optimization of post-earthquake emergency logistics paths including the urgency of the disaster-stricken points.(2)An algorithm for solving the post-earthquake emergency logistics route optimization model using ant colony algorithm is proposed.In this paper,the basic ant colony algorithm and the improved ant colony algorithm are simulated.The experimental results show that the improved ant colony algorithm has the advantages of fast convergence speed,strong search ability and strong search ability to save more losses,and can effectively improve emergency response.The efficiency of rescue.
