After a large-scale earthquake disaster, the rescue activities have been carried out for a period of time, facing the situation of emergency supplies demand point is numerous, and large quantities of emergency relief supplies on transportation to the affected areas, restricted to earthquake damaged traffic capacity of roads or bridges, the supplies didn’t get emergency resources classification and distribution dispatching timely and effectively, piled up at random, and block the emergency transport channel chaotic state, then, how to relieve the disaster relief order effectively, improve the efficiency of the rescue work, is a matter of the key problems of people’s life and property safety. In this paper, research on how to choose alternative point as the temporary distribution centers, and take the collecting and distributing center of each selected temporary capacity level into consideration, and decided to its distribution services, make emergency logistics network research about the problem of the least total time. This article mainly from the following four sections to discuss the large-scale earthquake disaster emergency logistics network optimization problem.The first part, mainly is reading a large number of literatures on massive earthquake disaster emergency logistics network, on this basis of it, analyzing the current research status at home and abroad related issues briefly, then introduced research methods and technical route in this paper.The second part, combined with the definition of a massive earthquake disaster, expounding the meanings and characteristics of a massive earthquake disaster emergency logistics, and analyzing the response process of emergency logistics in detail. Then,building a "supply source- transit facilities- demand point" of the secondary emergency logistics network on the basis of it, not only analyze the network nodes and channel factors in detail, but also the material raising, storage and transportation function of the network respectively.The third part, on the basis of a brief description to the temporary distribution center location of the emergency logistics network- rationing problem, the basic assumptions and parameters of the model is presented, which demonstrates that constructed aiming at logistics network took the total time of the emergency logistics network mathematical model. According to characteristics of the model, design the parameters of the cascade of coding genetic algorithm, and a concrete example is given to demonstrate the massive earthquake disasters occur, considering joints between alternative temporary centers, alternative temporary distribution center and the transport time between JiuZhuDian disaster area, and various facilities for different levels of service capacity under the condition of how to seek emergency logistics network layout optimization, the algorithm using MATLAB software programming to be solved.The fourth part, combine the model and calculation example of test results, this paper puts forward to the suggestions for the management of the emergency logistics network optimization problems. Summarizing the conclusions and the shortage of this study then analyzing the prospects of study on briefly.
