The frequent occurrence of natural disasters,extreme accidents and public security events has also resulted in bad social impact,which poses a great potential threat to the property and personal safety of the people.As the key link of resource scheduling and transportation,logistics plays an important role in the timeliness and effectiveness of large-scale emergency resource scheduling.In particular,in the uncertain distribution environment,it is the most direct means to reduce the loss of personal and property caused by natural disasters to send emergency resources to the place where they are most needed in a timely and effective manner with quality and quantity guaranteed.The establishment of the Emergency Management Department also marks a new era of emergency management at the national level.A more standardized and scientific emergency dispatching plan will further promote the high-quality and sustainable development of China's emergency management.In this context,this paper takes the optimization of emergency logistics distribution path as the object to study the emergency material scheduling problem in the uncertain environment.This paper focuses on the following issues:Firstly,analyzing the current situation of vehicle routing problem and its solution algorithm,and constructs the theoretical basis of emergency logistics vehicle scheduling problem.Starting from the basic concept of vehicle routing problem,this paper expounds the basic characteristics of vehicle routing problem;on this basis,it analyzes two vehicle routing problem expansion versions,dynamic vehicle routing problem and two-level vehicle routing problem,which are closely related to this study;based on the special application field of the research problem,it systematically reviews the classic accurate algorithm and heuristic algorithm for solving VRP,and builds a new algorithm for solving VRP The hybrid heuristic algorithm,which integrates scan greedy operator,simulated annealing idea,variable neighborhood search operator and tabu search algorithm,provides theoretical support.Finally,the related theories of uncertain vehicle scheduling and emergency logistics are reviewed to provide theoretical basis for the application of research results in practice.Then,reaching of emergency material distribution under the condition of complete road network.Considering the general emergency logistics distribution scenario,based on the scheduling concept of transforming dynamic problems into continuous static problems,considering the factors such as supply excess cost,supply shortage cost,rescue vehicle related cost and rescue delay cost in the uncertain emergency distribution scenario,a mathematical model of emergency logistics scheduling under the condition of complete road network is constructed;based on the special emergency relief scenario On this basis,a hybrid heuristic solution framework integrating multiple optimization strategies is designed,and the performance of the algorithm and model is verified by several randomly selected simulated disaster sites in Chongqing.In addition,according to the VRP examples provided by international famous institutions and literatures,the performance of the design algorithm on different scale problems is analyzed comprehensively.The research results show that the design method can complete the medium-sized emergency material scheduling tasks well,and can also achieve good optimization results in large-scale vehicle scheduling applications.Finally,researching on Post-earthquake Material Scheduling under Uncompleted Road Network.Based on the data of earthquake relief in Yushu area of Qinghai Province,considering the local terrain characteristics and road network damage,the dispatching model under the condition of complete road network is expanded,and the emergency material dispatching model and the algorithm of rescue path generation in the underdeveloped area of road network are constructed.The results show that: when the road network is not complete,the classified scheduling of disaster affected points and distribution vehicles is helpful to form a material scheduling scheme with shorter detour path and higher efficiency.On this basis,combined with the results of the case study of the complete road network and the underdeveloped areas of the road network,the following decision suggestions are put forward: when the road network is complete,breaking the administrative division will help to balance the task and improve the distribution efficiency;when the road network is not complete,the methods of disaster location and vehicle classification can be used to improve the performance of the emergency rescue system.Finally,the research results are summarized systematically,and combined with the development of new logistics technology.It is hoped that it can provide enlightenment and decision-making reference to the dispatch of emergency materials,as well as fresh logistics or other distribution areas with high requirements for delivery timeliness.
