In the context of global climate change,with the rapid development of urbanization,urban meteorological disasters are increasingly showing multiple,frequent and recurrent trends.From the current situation of urban meteorological disaster prevention and mitigation work in our country,there are many problems: insufficient refinement of forecast warning,inadequate ability of early warning information release,poor communication and coordination linkage,lack of public consciousness on disaster prevention and mitigation and low science and technology penetration.The existence of these problems greatly restrict and affect the disaster warning and disaster prevention and mitigation benefits to play a role.In this paper,using the meteorological data,from 1961 to 2013,Xi ’an city meteorological disaster characteristics are studied,and connecting with the present situation and problems in the existing meteorological disaster prevention and mitigation,further measures targeted to improve Xi ’an city meteorological disaster prevention and mitigation are put forward.The results are as follows:(1)In the past 50 years,the average annual temperature of Xi ’an has increased significantly,and the temperature increase rate in Xi ’an is higher than that of the national average.The intensity of extreme high temperature events in Xi ’an is obviously enhanced,and the trend of the enhancement of the urban heat island in Xi ’an is obvious,so the impact of extreme heat events is increasing.(2)The average annual precipitation in Xi ’an in the last 50 years is decreasing,with a decrease rate of 15mm/10 a.The precipitation shows a distribution of more in the south and less in the north.Through the analysis of the rainstorm in the last 50 years,the frequency of rainstorm in the west,south and east of Xi ’an is higher,and the frequency of rainstorm in the north is less.Hailstones are more frequent in the eastern region(counties)and less in the western region(counties).The frequency of rainstorm and hail in the main urban area and the northern part of Xi ’an(counties)are relatively small,but the frequency of hail in the main urban area is greater than that in the western region.(3)The number of snow days in Xi ’an is decreasing,but the impact on transportation and people’s livelihood is increasing year by year.(4)Combining with the climate characteristics,we sort out the problems of meteorological disaster prevention and reduction work and propose specific countermeasures for dealing with the characteristics of heavy rain,freezing rain,snow and high temperature disasters.Using specific examples,we put forward countermeasures and suggestions.(5)Through comprehensive analysis,comparison and demonstration,focusing on strengthening Xi’an City’s capacity for disaster prevention and reduction,we analyze the problems faced by Xi’an’s meteorological disaster prevention and reduction and provide opinions and suggestions.The results of this paper can provide reference for the targeted improvement of urban meteorological disaster mitigation measures in Xi ’an city.
