A Case Study Of Meishan Meteorological Bureau Promoting The Linkage Of Meteorological Disaster Early Warning

In recent years,Meishan has taken meteorological disaster early warning and joint prevention as the key work of disaster prevention and reduction.Under the leadership of the government,Meishan has established a mode of efficient transmission of meteorological disaster early warning information and formed a multi department collaborative operation mode.By promoting the linkage of meteorological disaster early warning,we have achieved the "early" release of early warning information,the "accurate" drop area of prediction level and the "fast" response of emergency mobilization.Meishan City has taken effective measures according to local conditions.Under the leadership of the government,Meishan City has cooperated with relevant disaster prevention and reduction departments to actively respond to the rainstorm weather and transfer the masses in time.Over the years,Meishan City has achieved the goal of safely passing the flood season.Meishan Meteorological Bureau promoted the effective combination of meteorological disaster early warning and disaster prevention,and successfully responded to 12 regional rainstorm weather processes with long time and large span,and 29 rivers with over alarm and over guaranteed flood,especially the first flood process of "8.18" Minjiang River and Qingyi River since the founding of new China,which minimized the loss of flood disasters and ensured "zero casualties" in the city.Compared with the destructiveness of the disaster itself,the disaster loss is minimized,which is a successful case of meteorological disaster prevention and reduction in Meishan City under the influence of continuous heavy rain in recent ten years.Combined with work practice,this paper mainly adopts the methods of literature research and interview to analyze the promotion of meteorological disaster early warning linkage by Meishan Meteorological Bureau,and summarizes the promotion process,core content,participants,division of responsibilities and the construction of cross Prefecture regional joint prevention system of Meishan meteorological disaster early warning linkage,so as to provide a universal operation scheme for the current grass-roots disaster prevention and reduction management.The experience and practice of this case have been tested in practice.In the phased results,this paper expounds the whole process linkage mode of successfully coping with the "8.10-18" rainstorm and flood disaster in 2020,solves the problems in the bud and before the disaster,and strives for time for disaster response and reduces disaster losses.In the process of case study,it is found that a successful risk avoidance and disaster relief needs to be tested by the combination of long-term prevention and preparation,monitoring and early warning and emergency response.Using the four stage division theory of crisis management,combined with the process of disaster emergency management,and according to the emergency system planning principle of "prevention first and accurate management",this paper analyzes the three key practices to promote the linkage of meteorological disaster early warning: information sharing linkage,monitoring and early warning linkage and collaborative scheduling linkage.By summarizing and reviewing the crisis management measures taken to deal with meteorological disasters,summarize experience and find deficiencies,so as to provide enlightenment for dealing with sudden disasters in the future.The success of disaster prevention and reduction is closely related to the accuracy of weather forecast and the advance of early warning information.Meteorological departments should further strengthen the research on sudden rainstorm prediction technology,so as to improve the prediction level of rainstorm falling area,impact period and precipitation intensity,so as to achieve "early,accurate and fast".At the same time,the meteorological department shall cooperate with the emergency response ability and linkage speed of the local government and relevant departments,and scientifically formulate the rhythm and timing of the release of forecast and early warning,so as to make the forecast and early warning information play the greatest role in the government's organization of disaster prevention and risk avoidance.
