Shenfu New Town locates between Shenyang and Fushun City, playing a very important role in The Strategy of Shen Fu city. The region's sewage of production and domestic was untreated entering into the Hun River through the tributaries. Downstream water quality and safety of Hun River may be impact, so as to groundwater sources. Water pollution control of Shenfu New Town has become the primary task in building and development. This study can provide technical basis for Shenfu New Town's water pollution control planning and environmental protection, and explore the sewage treatment plant planning methods.First, evaluate water environment quality. Multi-factor index method was used to assess surface water quality of Hun River, Yangguan River, Baisha River; Element extension method was used in evaluating groundwater quality in the region, base on the data of surface water and groundwater. Results indicated that water quality of Youngguan River and Baisha River belonged to inferior class ?, Hun River is ?, which was in line with the water functional areas. Water quality of Hun River sector still reached to the water function zones with the poor water quality of the tributaries. Groundwater quality in research area is ?. Water environment of Shenfu New Town is good.Secondly, water function area standard analysis. Selecting COD and ammonia nitrogen as pollution factors calculate water environment capacity of Hun River from Dongling Bridge to Changqing Bridge. QUAL2K software was used to simulate the changes of pollutant concentrations from Dongling Bridge to Changqing Bridge after wastewater flowing into Hun River through Yangguan River and the Baisha River. Results showed that water environmental capacity could meet the emission requirements. But pollutants entering into the water may be pass the control section before degradable, affected by wastewater discharge position, which caused water functional areas can't reach the standard. Therefore, Hun River had sufficient capacity to accept environmental pollutants of Shenfu New Town, by allocating water emissions rationally.Furthermore, water pollution control planning research. Comparing the cost of centralized and decentralized wastewater treatment investment to determine three sewage treatment plants was best. PSR model was used to evaluate the sites of wastewater treatment plant. In this study, an evaluation index system of sewage treatment plant site was established based on the characteristics of the study area. The system account the impact on groundwater to analyze the site of plant is the first. Not only consider the impact on surface water environment and ignore groundwater. This is the innovation of this paper.Water pollution control plan is formulated according to the position of the sewage treatment plants. Shenfu New would be designated as three drainage districts, three medium-sized sewage treatment plants treat living and industrial wastewater respectively; sewage entered into Hun River by the Baisha River, Yangguan River after the treatment.Finally, simulating and predicting the impact of planning on water environment in the future. Use ammonia nitrogen and COD as the factors to simulate surface water environment impact by wastewater treatment plants running. Use MODFLOW-software, take three-nitrogen as pollution factor to simulate groundwater environment impact by the leakage of the plants in future. Results showed that the plan impacted on the water environmental is less, and could ensure the safety of regional water environment. Moreover, reclaimed water reuse, Yangguan's estuary wetland as the ways to reduce sewage and pollutant emissions; protecting groundwater by strengthening the groundwater monitoring and controlling the planting seepage.Water pollution control planning could play an effective role in protecting water environmental of Shenfu New Town and downstream. Meanwhile, it could provide guidance and technical support to other urban water pollution control planning.
