As a kind of non-renewabe natural resource, oil is not only the blood of economic development to today's world, but it is also an integral part of important strategic materials to every country. Due to the shortage of oil resource in China, the project of establishing national strategic crude resources has become one of the effictive ways of dealing with fluctuations of national oil markets and crude reserve. Oil has such characteristics as inflammable,explosive and volatile. Besides, oil storage tanks are big and there are so many such big tanks in oil reserves. Therefor, the importance of the fire-fighting in tank field is self-evident. Monitoring points are widely distributed in tank field, and the measures of fire protection are complex. What's more, the requirements of Control system is very high. So there must have a multi-level requirements on tank farm and the upper monitor for fire-fighting system.According to the requirements that upper monitoring on fire extinguishing system for tank farm must be working reliable and monitoring flexible, on the basis of the three-level control system in the bottom of the tank farm, this paper designs a multi-mode monitoring system which is in view of the industrial personal computer platform, tablet PC and Android smartphones. Based on the IPC platform, central computer is the core of the monitoring system. And in general, it is central computer who is responsible for monitoring the underlying control system. Central manual control panel based on the tablet PC platform is a redundant system. Only under the condition of centeral computer being abnormal, central manual control panel replaces central computer to do some simple, temporary monitoring on the underlying control system in emergency. In order to providing convenience for some important person who is not in the control-room, and for security's sake, the android-based mobile phone monitoring system has monitoring functions only. In other words, we can monitor the scene of the fire control system by moble phone. The three upper monitoring system have a clear division in responsibilities, and they complement each other. Therefore, it constitutes a new but broad coverage and reliable upper monitor and control system.This paper analyzes the overall design of multi-mode monitoring system, and introduce the function and its control process of each module on the system bottom frame in detail. Then it gives the specific development and implementation of the upper monitor on central computer,the emergency hand operation on center manual operation panel and the mobile monitoring model.By debugging in practice, the system runs stably and greatly enhance the level of upper monitoring of fire control system.
