Oil and gas pipeline is our country's energy transport arteries,in its rapid development and the aging of early pipe,pipeline accidents are increasing dramatically.When the accident occurs,the pipeline rescue personnel bear the responsibility to control the accident and repair pipeline defects.The pipeline rescue operation process is highly professional,technical and risk,once the emergency rescue personnel to deal with ineffective,it may cause great harm to the personnel casualties and property losses.Therefore,it is urgent to study the operation reliability of rescue workers,and to prevent and reduce unsafe accidents from the angle of the reliability of personnel operations.This paper takes the Northwest Petroleum Pipeline Maintenance Repair Branch Company as the research object.The process of emergency rescue and its risk are discussed,and the operation accident types and its causes are analyzed combined with the actual operation process.Through the research and analysis of a large number of literature and the actual investigation of the rescue,the reliability factors of the two aspects of the rescue personnel and the external environment are determined.And then the correlation analysis of reliability factors was analyzed by the grey correlation analysis method.Based on the analysis of the factors affecting the reliability of rescue personnel and combined with the purpose of assessment,the four level reliability assessment index system with 33 indexes is constructed from four aspects of personnel,technical equipment,organization and environment,and the weight of each index is determined by using analytic hierarchy process.After that,the reliability of the company's rescue personnel is assessed using the established grey fuzzy assessment model,and adopted the selection of near principle to deal with the assessment results of vector B,which concluded that the approach degree vector v2 and fuzzy set B is0.8638 and is the maximum,that is,the assessment of the reliability of the rescue personnel is good.Via the analysis of the assessment results,it is clear that the prominent and weak links of the company's emergency operating system.In view of the weak links,this paper puts forward the measures and suggestions from two aspects: improving the sensitivity factor and the factor of low grade assessment.The assessment system not only has realistic guiding significance to the reliability assessment of emergency rescue personnel,but also has the value of reference and promotion for the safety and reliability assessment of other high risk workers.
