Coal mine disasters emergency rescue work is an important component in coal mine safety,and it played an important role in the treatment of coal mine disasters. Now, there arestill some problems in China's coal mine emergency rescue operations: objectively, about certain disasters, accidents, we have not yet fully grasped the mechanism of the happen and development ,and it's more difficult to prevent disasters than research to the equipment andtechniques for rescue ; subjectively , the China's emergency rescue system for major accidents has not been perfect, we have done more preventions than rescue capacity-building; we have done more to import rescue equipment than to do research the equipment and technology ourselves . Along with the technical progress of mining and coal resource demand growth, emergency rescue work in the coal mine disaster has played an increasingly important role, but China's development of emergency response technology is relatively slow. Therefore, as soon as possible, establishing a completed mine emergency response and rescue capacity evaluation system will generate an enormous positive effect to improve the emergency response capacity of the coal mine.Firstly, this paper analyzed the content of the coal mine accident emergency rescue capabilities : prevention and emergency preparedness, detection and early warning, emergency response and rescue, accident recovery and reconstruction; the concept of the emergency rescue capabilities were defined, and detailed analyzed the influencing factors of mine emergency rescue. Secondly, constructed the multi-level coal mine emergency recovery ability appraisal indicator system based on the connotation of the coal mining accident emergency recovery ability. This paper used a quantitative and qualitative analysis :the analytic hierarchy process (AHP) to determine the weight of the various factors, made it more scientific reasonable, which can reflect the magnitude of the various factors well to the coal mine emergency capability . Thirdly, established evaluation model based on the evaluation system which has been built, based on the analysis of the existing evaluation methods, summarized the advantages and disadvantages of this kind of evaluation methods. And according to the actual situation in mining, the gray - fuzzy comprehensive evaluation method was selected to evaluate the ability of coal mine emergency rescue.Finally, carried on a case study, using the above theory do a gray - fuzzy comprehensive evaluation for Shenhua Daliuta Coal Mine emergency response capacity ,and the result of the evaluation in"good", and it provided a basis for this coal mine's emergency recovery ability promotion, simultaneously also provided the reference for other coal mines' emergency capability appraisal.
