With the development of technology, twenty-first Century became a networked, information-based society as the core. Along with the information technology unceasing renewal, especially in 2007, the Google Corporation launched the Android open source operating system, Android has become the darling of the mobile platform. The ever accelerating pace of social development, environmental problems have become increasingly prominent, in order to facilitate the public to the first time to understand and knowledge the status of air quality and its variation, this paper designs and implements the release system of environmental air quality based on Android platform, which by visiting Shenyang environmental Monitoring Station of the Web Service to get firsthand ambient air quality data, and Shenyang ambient air quality in real time release system complement each other to provide data to support the mobile platform.In this paper, according to the requirement of users, design and implement the server and client. The functions of server and client to achieve separation, the two platforms are independent,with good scalability. In this paper, the server uses Web Service technology to provide data to realize the service function for the client. The client uses the Android development framework, using JAVA as the main programming language, mainly realizes the real-time publishing function of air quality.To explore the air quality assessment methods commonly used decision tree algorithm based on the combination of assessment methods. It is based on ID3 algorithm for multi. valued bias of the characteristics and properties of similarity of the decision tree has a few characteristics of the value of bias, and combination of the two. the choice of test properties attribute similarity used as a correction factor of information gain calculation.Finally, in this paper, the functions and performance of the system in a more comprehensive test, giving the test results, and puts forward the prospect of the work in this paper.
