With the rapid increase of oil and gas pipeline constructions in our country,more and more long distance pipelines of oil pass through the area known as high consequence areas(HCAs),where populations and buildings are concentrated.The pipeline failure in it will result in malignant fire and explosion accidents,and lead grievous harm to the natural environment,social life and personal safety.Accordingly,reseraching on risk assessment of high consequence area for oil pipeline is of great practical significance.The thesis takes Yanlian-Xi`an oil pipeline as the research object,reseraching systematically on risk assessment technology of high consequence areas for oil-gas pipeline at home and abroad.This paper analyzes characteristic factors of HCAs,including populations,facilities,constructions and special environment,and identifies preliminarily high consequence areas of oil pipline.By the study on product hazard,receptors and hazard control,four-grade and thirty bottom factors evaluation system of HCAs has been built,formulating the bottom factors score criterion.The high consequence areas evaluation model is established and HCAs level is divided.Through the practical application to Yanlian-Xi`an oil pipeline,five high consequence areas and its severity of the accident consequences are obtained.Then this thesis analyze the risk factors of the pipe segments in high consequence areas by fault tree analysis(FTA)method and establish the evaluation index system of high consequence areas.And it uses the analytic hierarchy process(AHP)to calculate the index weight and applies fuzzy evaluation to determine the possibility of accident occurrence in high consequence areas.The assessment results show that the HCA5 pipe segment`s severity of accident consequences scores 80,belong to the level of L5,and the possibility of accident occurrence is 0.5751 which between the less likely and general likely.Eventually the paper concludes synthetically that the risk degrees of HCA5 pipe segment situated in the region IV by the HCAs risk matrix.Aiming at the attributes of characteristic factors and risk index with a larger weight coefficient of high consequence areas,the paper puts forward risk management countermeasure of high consequence for oil pipeline.Through the identification evaluation and risk assessment model of high consequence area had been modelled,which are providing a scientific basis for the safe operation and risk management of oil and gas pipeline in high consequence areas and having the value of popularization and application in the operation and management of long distance oil and gas pipeline in our country.
