Research On Retrospective Environmental Impact Assessment On Development Zone

With the rapid economic development in China,a large number of development zones are created,at the same time,problems of larger-scope environmental pollution and ecological damage etc have come out.Regional environmental evaluation mechanism has been put on the stage for this situation.But with the passing of time,a great number of problems appeared in the regional environmental evaluation mechanism,such as failure of effective supervision for whole process of economic activities.According to the development experience of developed countries,our country starts to focus on studying the tracking and evaluation theory of environmental influence in development zones and applies it to several economic development zones successively.At present,the tracking and evaluation of environmental influence in development zones of our country accounts for small part in the field of environmental influence evaluation,which is not mature in both evaluation content and technical method;while it also lacks practical application for the tracking and evaluation of environmental influence in development zones.Therefore,studying the tracking and evaluation of environmental influence in development zones is of great significance in promoting the development of tracking and evaluation of environmental influence in development zones,which will provide experience to the environmental influence evaluation in development zones and is with certain practical significance.Starting from the related theory of tracking and evaluation of environmental influence on development zones,this paper sets up theoretical basis for this research by checking related research paper both at home and abroad and understanding its research results.Then it introduces the compilation principles of tracking and evaluation of environmental influence on development zones,compares the content of planning environmental influence evaluation and tracking and evaluation of environmental influence and finds out the superiority and suitability of tracking and evaluation of environmental influence for environmental construction in development zones,at the same time,explains the working process of tracking and evaluation of environmental influence.This paper makes research on the practical application of Jiangsu Xushuguan Development Zone with adoption of case study,studies the problems and constraints existed in the environmental construction of Xushuguan Development Zone through combining qualitative analysis and quantitative analysis and puts forward reasonable improvement suggestions for these problems.To be specific,the Suzhou Xushuguan Development Zone should optimize industry structure,improve the infrastructure construction for environmental protection,renovate control measures for enterprise pollution control,make clean production and develop recycling economy etc to realize the sustainable development of development zones.Lastly,based on above comparative analysis and case study,it is found out that the tracking and evaluation of environmental influence is a further step for the planning of environmental influence evaluation.The tracking and evaluation of environmental influence in our country does not form a unified evaluation index and method,which weakens its practical application value,impede the development of tracking and evaluation system of environmental influence in our country and does not make numerous or repeated evaluation according to practical demand to present the value of its tracking and evaluation.In the future,we need to increase our attention for tracking and evaluation of environmental influence,clarify its evaluation range and make high-efficiency and reasonable evaluation index and method to realize the value of tracking and evaluation of environmental influence for environmental influence management.
