The Research Of Local Production Safety Supervision

Since the reform and opening up, production safety situation is getting increasingly serious along with the rapid development of China's economy. Accidents with serious deaths and injuries caused by fire, dust and explosions have taken place occasionally. The root causes for all these accidents is that the institutional mechanism of the safety supervision system is inappropriate, the grassroots of the production safety issues remain unresolved, and the foundation is still not strong enough.In practical work of the production safety supervision, the grassroots undertakes a large number of direct supervision work, takes most of the responsibilities and heavy tasks. However, the production safety supervision power presents a shape of inverted pyramid from central to local. The fact is most of funds and experts concentrate on national and provincial departments. While the grassroots officers have less power and that's very difficult for them to carry out their work. This kind of phenomenon has become the bottleneck of develop the production safety work. Thus, it is critical for production safety work to be carried out smoothly if the present problems of production safety work in grassroots can be settled and the ways for breaking out the current dilemma of production safety supervision in grassroots can be found.This thesis has reviewed relevant domestic and foreign research literature on production safety doctrines and collected first-hand literature by adopting literature survey, expert visiting, questionnaires and other methods to collect first-hand literature based on the studies of the production safety supervision practice in Weidong Area Pingdingshan City and summarized five common keys issues of the production safety supervision existing in grassroots. First of all, the construction of the legal system is not perfect. Secondly, the institutional mechanism is uncoordinated. Thirdly, the foundation of the production safety grassroots is too week. Fourthly, the talent team lags behind. Finally, information construction lags behind. This paper further analyzes the causes of these problems, of which the existing institutional mechanisms for objective reasons, and lack of recognition for subjective reasons. This paper examines on the basis of the advanced experience of Shenzhen, Beijing Shunyi District, Ningbo City, Zhejiang Province, and other areas and propose the corresponding five measures: Firstly, improve the construction of production safety of the legal system; Secondly, rationalize the production safety systems and mechanisms; Thirdly, strengthen the production safety grassroots foundation; Fourthly, strengthen the production safety team building; and actively utilize the modern technology strategy.
