Research On The Dilemma Of Production Safety Supervision And Optimization Countermeasures Of Grassroots Governments

Safe production is a major event closely related to the safety of people’s lives and property,a manifestation of the high degree of responsibility of the party and government for the interests of the masses,and a basic requirement for safety emergency management.General Secretary Xi Jinping has repeatedly delivered important speeches,instructions and instructions on work safety in public,profoundly stating the necessity and importance of work safety.The grass-roots government is at the front line of work safety supervision,the last mile of China’s safety supervision network,the foundation of all work safety supervision,and plays a key role in the final effectiveness of supervision.In the content of production safety supervision by the grass-roots government,the safety of gas use in catering places has always been one of the key points of supervision by the government departments,and also the focus of attention by all sectors of society.At present,bottled liquefied petroleum gas is widely used in small catering places in cities and towns.However,large consumption of bottled liquefied petroleum gas,high bottle replacement rate,improper operation of users,and weak safety awareness are the main causes of potential safety hazards.In case of gas leakage and explosion,it will always lead to tragic consequences.This paper takes Z Town of K City as an example to study,through participatory observation,in-depth interview and case analysis,and from the perspective of combining theory and practice,to deeply understand the current situation of safety supervision of gas use in catering places in Z Town,as well as the problems and cause analysis in the process of carrying out safety supervision.The study found that in the current safety supervision of the use of gas in catering places in Z Town,there are problems such as uncoordinated safety inspection by government departments,weak safety responsibility awareness of catering operators,inadequate performance of safety management responsibilities of gas operators,and lack of social supervision.Analyze the reasons for unclear division of responsibilities of the supervision department,lack of law enforcement authority of the supervision department,low degree of specialization of the supervision team,and low investment of supervision funds.It also puts forward countermeasures such as strengthening the coordination of various departments of the Z town government in performing their duties,giving full play to the subjective initiative of assisting law enforcement,guiding the same direction of multiple subjects,and improving the investment of regulatory budget funds.In summary,effective supervision of grassroots safety production is a complex and systematic work.Therefore,it is necessary to establish a safety production supervision system with government leadership,department supervision,enterprise responsibility,mass participation,and social support,in order to improve the level of safety production.
