Research On The Transboundary Water Pollution Governance In Daling River Basin

Daling River located in the west of liaoning province, is the largest river in the west of Liaoning Province.In the typical drought and water shortage areas of the west of Liaoning Province, Daling River is an important source of drinking water, agricultural water and industrial water.However, the water environment of Daling River is not optimistic in recent years,especially the cross-border water pollution becomes more and more serious. So studying on the cross-border water pollution control countermeasures for Daling River,seeking to improve the theory method and new achievements of cross-border water pollution management of Daling River have important theoretical and practical significance for the effectiveness of cross-border water pollution comprehensive management of Daling River,continuing to improve the water environment of cross-border rivers and solving the water security in the west of Liaoning Province.This paper regards the governance of cross-border water pollution of Daling River as the research object.It uses data comparison, case studies and questionnaire methods,researches and deeply analyzes the satisfaction of the cross-border water pollution governance of Daling River mainly from Daling River water quality conditions in the past five years, the degree of pollution, management status and recognition of Daling River governance effect, participation degree of the masses,meanwhile summarizes the reasons for the problems of the existence of cross-border water pollution management of Daling River. On this basis, combining of Daling River actual situation and along the river the area economic development, enterprise distribution and sewage situation, the paper discusses the integrity of the comprehensive management ideas of cross-border water pollution of Daling River Basin.According to the principle of efficiency, fairness, scientific management,and democratic centralism,this paper put forward the proposed comprehensive management strategy for Daling River from four aspects,including perfecting cross-border water pollution governance subjects of Daling River Basin, establishing Daling River Basin regional cooperation platform,encouraging public to participate,and it recommendations from the culture basin shared values, to establish a common interest basis, established transboundary water pollution, special fund governance, through legislation as ideological guarantee, to protect the interests of, financial security and legal protection to ensure the effective implementation of the strategy.
