On The Legal System Of Red Line Of Ecological Protection

In recent years, with the rapid development of industrialization and urbanization, China’s resources and environment increasingly serious situation. While China’s ecological protection and construction efforts to increase year after year, but overall, at the expense of the quality of the ecological environment and depletion of natural resources in exchange for the cost of economic development. Our important ecological function areas, ecologically sensitive areas, vulnerable areas, biological diversity conservation priority zone area, wide distribution, the key has not been effectively protected ecological regions, can cause serious ecological damage. Institutional strengthening ecological environmental protection lags behind pollution control, ecological protection and management functions of government scattered in various departments, the lack of strong unity, a strong ecological protection supervision and management mechanism, difficult to implement the "unified regulations, unified planning and supervision" requirements. In this context proposed national ecological protection red line delineated strategic decision, aimed at building and strengthening of national ecological security pattern, curbing the trend of ecological degradation of the environment, population, resources and environment to promote balanced economic, social and ecological benefits of unity, promote the construction of ecological civilization.In this paper, the necessity of ecological protection red construction of legal system as a starting point to explain the theoretical basis of ecological protection of the red line, red line comb ecological protection in our development process, meaning ecological protection law raised red legal system, refining red line of ecological protection.
