Jing-Jin-Ji region is the core area of Bohai economic circle and it has an important strategic position. However, currently, the air pollution in Jing-Jin-Ji region is becoming increasingly severe. The regional air pollution in Jing-Jin-Ji has become the most urgent and prominent environmental problem in Jing-Jin-Ji region coordinated development. Jing-Jin-Ji region coordinated development put the ecological environment alliance govern in a focus area. To achieve coordinated development of Jing-Jin-Ji region, the implementation of energy saving and emission reduction policies and to achieve the targets of energy saving and emission reduction is very important.In order to solve environmental problems and promote coordinated development of Jing-Jin-Ji region, from the macro policy perspective, this article described the theoretical basis of the evaluation on the coordinated development of Jing-Jin-Ji region and energy saving and emission reduction policies effects based on the research status. The main policy measures of energy saving and emission reduction policies of Jing-Jin-Ji region coordinated development are classified. Dynamic trend analysis method is used to analyze the status quo of Jing-Jin-Ji region coordinated development, energy consumption, renewable energy development and pollution prevention and control. Then the efficiency of energy saving and emission reduction policies can be reflected. Based on scientific principles and feasibility, combining the characteristics of energy saving and emission reduction policies, this article set up the policies effect evaluation index system from three levels, including the policy objectives, policy impact and efficiency of the policy. Evaluation policy framework is established, too. By defining the policy objectives, we can evaluate of the effects of policies from the objective level. Studies on resources output efficiency and environmental protection efficiency in Jing-Jin-Ji region can measure these efficiency changes over the years and measure the policies effects. Building a data envelopment analysis model and using principal component analysis method to determine the input and output indicators, the empirical analysis on overall efficiency, the decomposition efficiency and the policies efficiency changes characteristics Jing-Jin-Ji region can be obtained.Through the evaluation on energy saving and emission reduction policies effects of Jing-Jin-Ji region coordinated development, we found that the current energy conservation policy has achieved some goals. In terms of policy objectives, the current energy saving and emission reduction policies show a good effect. The main difficulty is still to solve the problem of primary energy consumption. In terms of policy impacts, the impact of policies on energy efficiency of resource output is substantially positive. The impact of policies on emissions of carbon dioxide, sulfur dioxide, nitrogen oxides, chemical oxygen demand and waste water is remarkable. But the in terms of smoke (powder) dust emissions, the policy effectiveness need to be strengthened; In terms of policy efficiency, in the Jing-Jin-Ji region, the energy saving and emission reduction policies has the DEA effective rate of 30.77%. The policy efficiency is low and the current energy saving and emission reduction policies in Jing-Jin-Ji did not reach the desired level in technical improvements and scale efficiencies. The technology need to be improved and the input of policy need to be optimized.
