Problems such as global warming,environmental pollution aggravate,lead to Coal-fired power generation enterprises faces the challenges that development mode from the high carbon to low carbon.The purpose of this transformation is to realize the harmonious development of economic performance and environmental performance.However,The traditional performance evaluation are not included with waste output and environmental damage value.It can ’ t meet the needs of the development of low-carbon economy.Against the limitations, this paper introducing the theory of "resource value flow",docking with environmental performance,and build the environmental performance evaluation index system which suitable for coal enterprises, and evaluate the environmental performance of the coal enterprise.and provide a reference for other industry enterprise environmental performance evaluation and reference.The paper mainly studies the content with the four aspects:(1)It combs of the research for coal-fired power generation enterpriseenvironmental performance evaluation and resource value flow,understands the current,makes the research question clearly;(2)Through this research paper on the basis of the theoretical basis,define the basic concepts and system analysis method, for coal-fired power generation enterprise environmental performance evaluation theory and method guidance;(3)Analysis of coal enterprise resource circulation characteristics and inherent logic of evaluation index, build coal-fired power generation enterprise resource value flow of environmental performance evaluation index system,and build the evaluation model with the AHP and fuzzy comprehensive evaluation method;(4)It evaluates the case enterprise’s overall environmental performance and puts forward effective suggestions to improve coal enterprise environmental performance.The main conclusions of papers includes:(1)This paper analyze the internal relations between the characteristics of the coal enterprise resource circulation and evaluation index.Constructed by the "resource input", "resource output", "resource consumption", "resource circulation" of coal enterprise resource value flow of environmental performance evaluation index system.(2)Based on the AHP and fuzzy comprehensive evaluation method to build the evaluation model, and calculated the cost of ZGLYGZ power generation enterprise with resource value flow.Evaluate its environmental performance evaluation, it is concludedthat their level of environmental performance evaluation is "poor".And make advice for resource input, resource consumption, resource output,resource circulation.The conclusions enrich the theory and method of environmental performance evaluation in a certain extent.In addition,also provide a new perspective for coal-fired power generation enterprise internal environmental performance evaluation.As well as it has provided the theory and method guidance for the construction of enterprise environmental performance evaluation model.
