With the increase in the number of offshore oil and gas facilities, the potential problems of the oil and gas facilities are becoming more and more complex. Especially a lot of oil and gas facilities coming to use life,and need to discard, which will cause great potential harm to the ocean. Therefore, the waste removal and disposal of offshore oil and gas facilities has become a hotspot of international ocean engineering. Countries all over the world have enacted laws which require the removal of abandoned offshore oil and gas facilities. However, demolition and disposal facilities for offshore is a complicated, comprehensive system engineering, which need effective analysis method to study. The L gas field as ventures gas field,and is the first deepwater projects in China, which need adopt reasonable and effective method to research and analysis. This paper aims at the standard that reference of domestic and international offshore oil and gas facilities disposal,and the concept of enterprise project management. This paper will select the key stakeholders as the expert, using the Delphi method to evaluation and assignment, determine the criteria layer disposal scheme evaluation and sub rule layer, combine with group decision analytic hierarchy process(AHP) to verify. Refer to the characteristics of conventional deepwater oil and gas field facilities for disposal and L gas field project, developed three scheme,Through comparison of disposal scheme from environment, technology, safety and economy in order to select the suitable scheme for the L gas field. And in the guidance of the expects, we finished the disposal program of the L gas field project.
