In recent years, all the countries focus on the economy, especially the developing countries, a lot of energy and resources are consumed inevitably to achieve the economic growth target, the economy development is at the expense of environment pollution, which resulting in global warming, greenhouse gases such as carbon dioxide are the main factors that lead to climate warming. Therefore, carbon emission reduction is a task which brooks no delay, and emission pollution caused by a large number of private car should never be ignored. According to the survey, China's carbon emissions ranked the second all over the world in 2009, second only to the US. It is predicted that China will surpass the US and become the world's largest carbon emissions country in 2020. In 2010, China signed the "Kyoto Protocol", commitments to decreasing the carbon emissions in 40%- 45% in 2020 than which of 2005. In order to promote the development of low carbon cycle, energy saving and emission reduction targets will be put forward respectively in "the 12 th Five-year Plan" and "the 13 th Five-year Plan". Series of policy' implementation, may make the private car, which is the main emission way, as the preferred. Therefore, the investigations about carbon tax willingness on non-operating private car owners are launched and the results are analyzed.By investigating the non-operating private car owners in Xiangtan, this paper obtains the influencing factors that the owners will bare the carbon tax by using the Logistical model, namely naked vehicle price, whether the owners will pay for the carbon tax so as to improve the environment and the recognition attitudes to the levy of carbon tax. And OLS model is applied to predict the car owners' willingness of paying a carbon tax and the amount scope of the tax. In the ways of levying the carbon tax in Xiangtan, the willing range of carbon tax bundled with oil price is [5.49, 8.70](fen), and the range of a Quota-and-Routine carbon tax is [42.40, 106.78](yuan). Private car owners prefer to impose take unified tax level, that is to say the carbon tax levied according to a certain carbon emission amount, while the part in excess, levied according to excess progressive tax rate, in order to maintain the principle of tax neutrality, the investigators hope to reduce other taxes and fees when levying the carbon tax. For carbon taxis a single payment for environmental, the owners are more likely to want the countries earmark them for carbon emission reduction.
