In the face of global warming,nearly 200 countries have signed United Nations Framework Convention on Climate Change.Countries are taking active measures to control CO2 emissions.Since reform and opening up,our economy got a rapid growth,at the same time,our country became the world's largest emitter of CO2.Therefore,our country shoulder more responsibilities on controling CO2 emissions.Our country have taken active measures to control CO2 emissions by the World Low Carbon and Eco-economy Conference&Technical Exposition Committee,carbon emissions trading,Issuing the china-us joint statement on climate change.Our country still need to energy saving and emission reduction,the construction of ecological harmonious society,the road of sustainable development.After reading a large number of literatures,this paper determines the research contents of Chinese provincial efficiency of CO2 emissions and apply a non-radial DEA approach based on the directional distance function which can get the maximum redundancy and insufficiency compared with radial method and increase the expected output at the same time reduce the unexpected output compared distance function.In this paper,Chinese provincial efficiency of CO2 emissions in 2009-2013 are studied,to enrich the research,this paper also calculates the reduction potential of CO2 emissioin,shadow price of CO2 and Malmquist-Luenberger index.In the assessment,we transform the model for making the dual model have economic meaning.Due to the technology innovation is the soul of a nation,promotes the social progress and developlment,stimulate economic growth,and also can cause excessive on CO2 emissions,this paper considered the effect of the technology innovation on CO2 emissions and study technology innovation's influence on CO2 emissions.In this paper,we analyze the measurement results in detail from the national level and regional level.The results indicate that Guangdong's efficiency value of CO2 emissions is one,so its reduction potential of CO2 emission is zero.Hebei,Shanxi which rely on natural resources have low efficiency and high reduction potential,they should update equipment and product clear.And Xinjiang is a big province rich in energy resources,but its efficiency value rank in the middle,and it is an example for the provinces which lag far behind Xinjiang.In 2009-2013,CO2 shadow price of Sichuan is the lowest,CO2 shadow price of Guangdong is the highest,and the CO2 emission efficiency positively affect the shadow price of CO2.Comprehensive efficiency improve from 2009-2011 for the technology progress and the frontier pursued increasely,and it decline from 2011-2013 for technology retrogress mainly.To enhance the efficiency of technology innovation helps to improve the efficiency of CO2 emissions,GDP per person,energy endowment and capital endowment also have different influence on the efficiency of CO2 emissions.
