The Main Problems And Its Countermeasures Study Of Production Safety Supervision On Dangerous Chemicals In Anning

Safety in production concerns people's well-being,and it is the cornerstone of a country's social and economic development,which every country has always attached great importance to safe production,and the public has become more concerned about it.In recent years,China's chemical industry has developed rapidly,with the pressure of safety production supervision in the chemical industry increasing with it.With the distance of 32 kilometers away from the southwest of Kunming,Anning is the only county-level city in Kunming,which is one of the most important industrial sites in Yunnan Province.Anning has covered an area of 1301.81 square kilometers,clustering with a large number of pillar industrial enterprises in the field of dangerous chemicals industry,including the refining base of Petro China with an annual production of 13 million tons,the production base of Yuntianhua and China's second largest inland salt mine,Kunming Salt Mine,etc.After the "6.12" major accident in 2008,Anning has attached great importance to the supervision on dangerous chemicals and adopted a series of effective measures,which has made significant progress on the safety supervision of dangerous chemical field.From 2016 to 2018,there has been no production safety accident for three consecutive years in the field of hazardous chemicals in Anning.The results are worthy of recognition,but the situation of safe de-production in the field of dangerous chemical is still not optimistic.Combining the reality of Anning,and the basis on the theory of government supervision and collaborative governance,this thesis investigates the status quo of safety supervision of dangerous chemicals in Anning through the literature method,case analysis method and field research method,to analyze the existing problems.On the basis of drawing lessons from foreign advanced experience,and the idea of "take the government supervision as the basis with multi-subjects participating in the supervision and management",the countermeasures and suggestions for improving the supervision level of dangerous chemicals in Anning are put forward.The research content of the thesis is mainly focused on the work experience.The proposed problems and countermeasures can not only provide a reference for the dangerous chemicals regulatory authorities,but also offer an exploration way for doing a good job in safe production,reducing the accidents rate,promoting the sustainable development of the economy,and guaranteeing the harmony and stability of the society.
