Research On Situation And Countermeasures Of Safety Supervision Of Dangerous Chemicals In A City In Guangdong Province

Since the reform and opening up,China has also become a large country in the production,use,import and export and consumption of hazardous chemicals along with the rapid economic development.The use of hazardous chemicals in improving people's living quality,speeding up the progress of the social development and its dangerous properties of being inflammable,explosive,toxic and harmful have brought great threat to human life and property safety and the hazardous chemical accident from time to time also reflects there are still some outstanding problems in safety supervising of hazardous chemical materials in our country.Therefore,it is urgent to strengthen the research on present situation and countermeasures of supervision of hazardous chemicals safety production.Based on this background,this paper takes city A in Guangdong province as the specific case to sort out the current status of safety supervising in hazardous chemical materials in city A to thoroughly analyze the problems existing in the safety regulation in city A and provides strategic suggestions for city A by studying relevant literature and referencing domestic and foreign advanced experience in the safety supervision of hazardous chemicals to further improve the government's safety supervision of hazardous chemicals production.The content of this paper is divided into seven chapters.The first chapter mainly introduces the background,significance,and technical methods of research and the research status at home and abroad.The second chapter mainly introduces definition of hazardous chemicals,definition of safety production supervision of hazardous chemicals and the theoretical basis of this study.Chapter three summarizes the status quo of hazardous chemical regulation in city A of Guangdong province.The fourth chapter systematically analyzes the problems existing in the supervision of hazardous chemical production safety in city A from four aspects of ideology,supervision system,supervision department management and emergency rescue.The fifth chapter analyzes the practices of safety supervision of hazardous chemicals in Germany,the United States,Hainan province,Wenzhou in Zhejiang and Daya Bay development zone in Huizhou.Chapter six analyzes the problems in chapter four and puts forward suggestions to improve the safety production and management of hazardous chemicals in city A.In terms of ideological problems,it can start from three points:the construction of enterprise's safety culture,the government's responsibility assessment and accountability,and the training and assessment of employees.The problems in the supervision system can be solved by perfecting laws,regulations and technical standards,as well as strict safety access system.The management of the regulatory authority can be improved by enhancing the human resource level of the regulatory authority,clarifying the regulatory functions of the authority,enhancing the joint meeting System and encouraging the development of the regulatory subsidiary;The problems of emergency rescue can be solved by strengthening emergency rescue team construction,improving emergency rescue plan management and optimizing exercise evaluation.Chapter seven summarizes the whole paper and looks forward to the future,hoping to provide certain experience and practical enlightenment for the national supervision of the safe production of hazardous chemicals.
