The research in this paper is carried out against the background of global warming and the upsurge of low-carbon city construction in various countries.Cities are currently the focus of low-carbon research in various countries around the world,because energy consumption mainly occurs in cities.One of the sources of global warming is the carbon emissions generated during the development of cities.Of course,has become the focus of research.After entering the 21 st century,many contradictions brought by the traditional urban development model have prompted people to start looking for new urban development models,and the emergence of low-carbon cities has pointed the direction for urban development.Since 2010,China has begun large-scale low-carbon city pilot work across the country.In this paper,the low-carbon city perspective is used to determine the low-carbon development evaluation index system using frequency statistics and energy consumption cycles.It contains 19 specific indicators.The entropy weight of 19 indicators is determined by the entropy weight method,and then combined with the TOPSIS method to 31 The low-carbon development level of the cities at the sub-provincial level and above will be calculated from 2010 to 2017 to determine the comprehensive value of the low-carbon city development level and analyze the current development status of the low-carbon city.Then,a cluster evaluation index system containing 6 specific indicators is obtained.The most commonly used Q-type system clustering method is used to perform cluster analysis on 31 sample cities,and then various types of models are obtained by the system generalized moment estimation method(SYS-GMM)The significance analysis results.The results show that the overall level of low-carbon construction in cities in China has greatly improved,but there is still much room for improvement,and problems that focus on energy consumption also need attention and solutions.Finally,a total of four modes of energy consumption,clean energy,hybrid and carbon sink are obtained,and reasonable development suggestions are proposed for these four development modes.There are seven cities belonging to the clean energy model,namely Xiamen,Haikou,Nanning,Jinan,Hangzhou,Fuzhou and Changsha.Cities of this type are mainly distributed in South China and East China,focusing on the energy input stage,adjusting the energy structure,developing and promoting clean energy to replace fossil energy such as petroleum and coal,on the other hand,active and Develop new energy and new technologies,vigorously develop carbon reduction technology treatment,and reduce carbon emissions in the initial link of energy input,so that cities of this type of model can successfully achieve the transition to low carbon.The energy consumption model includes fourteen cities including Guangzhou,Chengdu,Shenyang,Shijiazhuang,Shanghai,Wuhan,Beijing,Shenzhen,Changchun,Chongqing,Tianjin,Harbin,Nanjing,and Taiyuan.The cities of this model are mainly located in the northeast region and In the Yangtze River Delta,Beijing-Tianjin-Hebei,and Pearl River Delta urban agglomeration areas,these cities not only need to develop clean energy,but also focus on reducing carbon emissions and energy consumption of the three major industries,while continuously improving energy utilization.That is,the focus is on the energy consumption process stage.The carbon sink model includes seven cities distributed in the Midwest: Hohhot,Zhengzhou,Lanzhou,Xi'an,Nanchang,Yinchuan and Hefei.The focus of these cities should be on the energy consumption output stage,developing local characteristic agriculture,relying on local natural resource conditions and improving forest coverage to reduce carbon emissions while increasing carbon sink levels.The mixed model includes the following three cities distributed in the less developed western regions of China,namely Xining,Guiyang,and Kunming.It has no advantages in the three links of the entire cycle of energy consumption.Therefore,it is necessary to adjust the energy structure and control the total carbon emissions of thethree major industries.Level,try to avoid blindly undertaking high pollution and high emission industries simply by seeking high GDP,which will lead to the unreasonable situation of“pollution first,then governance”.
