With the development of China national economy, the demand of petrochemical has risen sharply in China. Both the scale and the capacity of the petrochemical plants grow larger and produce more types of products comparing between the early miniaturization and simplification. While with which, the capacity and storage reserves of flammable, explosive, toxic and harmful medium are also increasing, with the hazardous risk is much higher than before. In recent year, the refinery and chemical plant accidents did hard damage to people lives and property, it also left a negative impact on the social economic development. By the increase of technique exchanges with foreign engineering company, the effective dealings be China with risks had been greatly developed and improved in recent years. Among these methods, many countries regard the inherently safety design and management of petrochemical engineering projects in the whole life cycle as the key point.The article describes the basic principles for safety design and management of petrochemical engineering projects, the safety analysis technology on quantitative or qualitative, etc. By comparing and analyzing the safety designs and managements both of domestic and foreign petrochemical plants, the research goes in two aspects:the comparison of the safety design idea and the management between domestic and foreign in petrochemical engineering.The research of the article aims to find and analyze the gap of the safety design idea, designing system, technique, management between the domestic and foreign petrochemical plants, to evaluate the impact effects on the investment and the design schedule brought by the gap, to improve the safety design management of petrochemical plants in China, and to protect people lives and property better.
