In recent years, with the fast development of social economy, environmental problems have become increasingly prominent, especially the SO2 pollution. It is proved that total quantity control of SO2 is the most effective way to govern and improve SO2 pollution. The total SO2 allocation is the core of the total quantity control. This paper was based on the analysis of current method of total SO2 allocation, analyzed of unfairness in current methods, defined to construct a new method of total SO2 allocation that took account of equity and efficiency, and was easy to be operated and implemented. The basic thread was as follows:Appling the Gini coefficient to the total SO2 allocation. First of all, the typical indexes based on environmental Gini coefficient was selected by base of the natural environment and social-economic factors comprehensive in different regions, such as land area, GDP, population and environmental protection investment. Establishing the Lorenz curve of the SO2 control emissions in different regions, and obtaining the environmental Gini coefficient and contribution coefficient based on various indicators. Secondly, optimizing and adjusting the original program by making use of the minimized model of Gini coefficient. We obtained the best program of total SO2 allocation with regional variations and fairness. In addition, according to the contribution factor analysis to find out the influence factor of the external fairness, and put forward the reasonable suggestion of the SO2 emission reduction. Finally, this allocation method was used in total SO2 allocation in Shanxi province. The main conclusions of this paper are as follows:1?Environment Gini coefficient was applied to evaluate the fairness of total SO2 allocation during "the 12th Five-Year" plan in Shanxi province, calculated out the Gini coefficient based on land area, GDP, population and environmental protection investment respectively for 0.5720?0.4267?0.4004? 0.2236,it reduced to 0.5720?0.4267?0.4004?0.2236 by planning solution optimization. Finally the total reduction scheme is determined by optimizing.2? Xi'an, Xian yang, Wei nan, Yu lin are the main unfairness factors in the contribution of coefficient of land area, GDP, population.3?The reasonable suggestion of the SO2 emission reduction was put forward with the development difference of 11 regions in Shaanxi Province.A specific assessment system of the total SO2 allocation based on fairness was established by selecting appropriate indexes and designing reasonable scheme. The final allocation scheme keep the fairness based on the differences of each region, so that it increased the operability of the allocation scheme in reality, and provided scientific basis on total SO2 allocation in Shanxi province.
