Study Of PPP Model In Municipal Solid Waste Application

At present, the Municipal Solid Waste emissions is increased year by year in our country, but for the MSW disposal, traditional Sanitation management system has serious issues as shortage of funds and low efficiency. In these circumstances it is imperative to practice market-oriented waste disposal. The article is to discuss a new mode of financing in this context.The market-oriented waste disposal is at the stage of exploration and experiment in China. By combining theory and practice methods, the article introduced the technologies which were applied on the theory and application of our cities' waste treatment. Then, some reaches was made about the application on the PPP model in our waste disposal. Finally, a detail design was reached on the use of PPP. The article contains the following specific elements:First of all, the article analyzed the situation that our country faces a severe waste disposal, and pointed out some problems in Sanitation management system. With the introduction of PPP model leads to private investment, China's government can ease the financial pressure on waste disposal.Secondly, the details of the PPP model's definition, classification and the waste disposal technology in China were introduced. And the applications of the PPP model at home and abroad were also introduced. Finally, by a case-specific analysis of the PPP model in the application of the waste disposal, the mechanisms were explained.The third part, by distinguishing the differences between the PPP model and the market, the article raised some problems existed in current application of PPP。The fourth part, the article raised some measures to speed up the application of PPP. Last, by the reform of functions institutions and income from operating to make recommendations.Finally, a summary was made of the full text. The article proposed the methods of combination about the end treatment and the start restrictions, to learn the advanced experience of foreign garbage, and also, prospecting our country's waste disposal.
